RE: Response to Completeness Review Mountain Vista Housing Complex Site Plan
Application (#180334)
Dear Ms. Garber:
This letter is to provide a narrative response to the email regarding completeness review from
October 21, 2019. All responses are shown in bold.
10. Date of plan preparation and changes
The architectural plans now have a date of preparation on them.
20. Block Frontages
The landscape block frontage is shown on C1.0.
26. Setbacks, building foot prints, and any proposed encroachments. Any setback or
property line encroachments must be clearly shown and be noted with the encroachment
type e.g. awning, weather protection, cantilever, lighting, eave, etc.
No encroachments are proposed. Setbacks are now shown on C1.0.
27. Utilities and utility rights of way and easements existing and proposed, including:
a. Electric
b. Natural Gas
c. Telephone, cable and similar utilities
d. Water
e. Sewer (sanitary, treated effluent and storm)
Natural gas and telecommunication utilities are now shown on the civil site plan.
Civil/Structural Engineering and Surveying
28. Surface water, including a. Ponds, streams and irrigation ditches (include
classifications be based upon a determination of the Gallatin Conservation District; note
classifications of each features on plans)
Upper Cattail Creek has been labeled and the centerline of the stream identified.
29. Grading and drainage plan, including provisions for on-site retention/detention and
water quality improvements facilities as required by the Engineering Division, or
incompliance with B.M.C. Section 14 storm drainage ordinance and best management
practices manual adopted by the City. All surface stormwater facilities must demonstrate
compliance with Section 38.410.080 BMC including providing cross sections for each
facility.
A cross-section of the proposed retention pond and infiltration chamber are now
included on page C4.1.
32. Sidewalks, walkways, driveways, crosswalks, loading areas and docks, bikeways,
including typical details and interrelationships with vehicular circulations system,
indicating proposed treatment for points of conflict.
Proposed 5' sidewalks and trails connecting to the existing trail to the east are
shown on the civil site plan. The proposed crosswalk is now shown as stamped or
painted to further delineate between vehicular circulation and pedestrian
circulation.
43. If residential, provide the required parkland for the development, including
calculations per Section 38.420 BMC (Park and
Recreation Requirements) in a table format, see table format in the PLS document.
The table, in the format on the PLC document, is now located on C2.0 of the civil
site plan set.
44. If cash in lieu is proposed, a thorough calculation including the base requirement and
any net based upon maximum density, narrative addressing the findings the City must
make to grant cash in lieu, and the appraisal must be provided to make the request per
Section 38.420.030 BMC, unless using city valuation. (City Value now$1.60)
The calculations for CIL of Parkland calculation has been updated with the $1.60
value.
52. Front, rear and side elevations of all buildings, structures, fences and walls with
height dimensions and roof pitches. Show open stairways, exterior lighting, weather
protection, awnings and other projections from exterior building walls. Building
elevations must include proposed exterior building materials, windows and doors
including a color and material palette for all proposed features keyed to the building
elevations
Civil/Structural Engineering and Surveying
Elevations were updated showing exterior lighting fixture locations, Utility meter
locations were called out on SP1.0 Site plan.
54. Provide elevations and details of all ground mounted and rooftop mechanical
screening.
There are no plans for ground mounted equipment for this project. If AC units are
proposed, the developer will provide screening at the time.
61. Approximate centerlines of existing watercourses, required watercourse setbacks, and
the location of any 100-year floodplain; the approximate location of significant drainage
features; and the location and size of existing and proposed streets and alleys, utility
easements, utility lines, driveways and sidewalks on the lot and/or adjacent to the lot.
The extent and the centerline of the adjacent creek are located on the civil site plan
set. No other significant surface water features are known near the site.
77. Traffic study. Street, traffic, and access information required in Section
38.220.060.A.12 BMC or that the requirement is waived in writing by the Engineering
Division prior to application submittal.
Griffin Nielsen was contacted on October loth, 2019 and August 22°d,2019 via email
about the traffic study waiver. C&H also reached out via phone on multiple
occasions. No responses have been received. A copy of the initial email was included
with the submittal.
