SUBJECT: Front Street Interceptor Sewer Main Replacement Project – Professional
Services Agreement for Wetland Monitoring.

RECOMMENDATION: Approve and authorize City Manager to sign the Professional Services
Agreement with Confluence Consulting, Inc.
BACKGROUND: Attached is a copy of the partially executed Professional Services
Agreement with Confluence Consulting, Inc. for wetland monitoring associated with the Front
Street Interceptor Sewer Main Replacement Project. The document is in the City’s standard
format.
The installation of the Front Street Sewer Main will impact wetlands on the Montana Department
of Transportation (MDT) property adjacent to East Main Street near the interstate off ramp. This
is a wetland mitigation site that MDT has used to offset wetland impacts on other projects.
Because of this, the Army Corps of Engineers is requiring that the City prepare a restoration plan
and provide 2 years of monitoring of the area as a condition of the 404 permit. Two quotes were
received for the work, and the one from Confluence was the lowest.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: $3,144.25 from the Wastewater Impact Fee Fund (WWIF11).
