TO MID20-003 with Sanderson Stewart for Audreys Pizza Site Design and Mod App Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Urban Renewal Program Manager SUBJECT: Sanderson Stewart Term Contract Task Order MID2020-003 for Audrey’s Pizza Site Design and Modification Application MEETING DATE: March 23, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to Sign Task Order MID2020-003 TASK ORDER BACKGROUND: Midtown Urban Renewal Board (MURB) is finalizing the design of for the construction of a festival street on W. Aspen St. between N. 5th Ave. and N. 7th Ave. The City Commission designated these improvements as part of an urban renewal project on February 3, 2020. To facilitate the best design for that project, the Board determined it was necessary and appropriate to seek the relocation of the drive approach for the property’s W. Aspen St. drive approach. As part of an Agreement that is also on the March 23, 2020 consent agenda, the City agrees to provide property improvements and the engineering of those improvements to facilitate the relocation of a drive approach from W. Aspen St. to the public alley. This task order facilitates the engineering of those improvements. Due to existing design and survey work that was already complete on the property, Sanderson Stewart elected to subcontract with C&H Engineering for to allow for continuity of work. TERM CONTRACT BACKGROUND: Following a competitive RFQ process, a team led by Sanderson Stewart, also including A&E Architects, DCI Engineers, Walker Consultants, and CTC Technology and Energy, was awarded a term contract for urban renewal district professional services on October 22, 2018. FISCAL EFFECTS: The total cost of this task order is $7,500 and will be paid for with funds designated for the Midtown TIF Assistance Program in the approved Midtown Urban Renewal District budget. 289 ATTACHMENTS: • Task Order MID 20-003 LINKS • Midtown Urban Renewal District Work Plan and Budget for FY 2020 290 City of Bozeman Urban Renewal District Term Contract Task Order Number #MID20-003 PROJECT: Audrey’s Pizza Site Design and Modification Application Issued under the authority of Urban Renewal District Term Contract Professional Services Agreement with Sanderson Stewart for Architectural and Engineering Services. This Task Order is dated August 5, 2019 between the City of Bozeman Economic Development Department and Sanderson Stewart (Contractor). The following representatives have been designated for the work performed under this Task Order: City: David Fine, Urban Renewal Program Manager Contractor: Danielle Scharf, Sanderson Stewart SCOPE OF WORK: The scope for this task order is detailed in the attached City of Bozeman Urban Renewal District Scope of Work – Task Order Number MID20-003. COMPENSATION: Sanderson Stewart will bill for its services on a lump sum basis with a project total of $7,500.00. Sanderson Stewart shall submit invoices to the City of Bozeman for work accomplished during each calendar month. The amount of each monthly invoice shall be determined on the “percentage of completion method” whereby Sanderson Stewart will estimate the percentage of the total work (provided on a lump sum basis) accomplished during the invoicing period. The provisions of the Professional Services Agreement shall govern the Work. IN WITNESS WHEREOF, the parties authorized to commit resources of the parties have executed this Task Order: City of Bozeman Sanderson Stewart Dennis Taylor, Interim City Manager Danielle Scharf, Principal 291 Midtown and Downtown Urban Renewal Districts Scope of Work – Task Order No. MID20-003 Audrey’s Pizza Site Design and Modification Application 3/11/20 Sanderson Stewart is pleased to provide this scope of work for design services for site design and a modified site plan application for Audrey’s Pizza on the northeast corner of 7th Avenue and Aspen Street in Bozeman, Montana. This work is to be done as a part of the Urban Renewal District term contract for architectural and engineering services. The design work will be provided by C&H Engineering and Surveying, Inc., as shown by the attached scope/fee. Sanderson Stewart will provide oversight and coordination of the design effort, particularly as it affects adjacent projects (Aspen Street Improvements and Aspen Crossing). We understand the project generally includes updating the original topographic survey; preparing a site grading, drainage and utility plan for the proposed storm drain improvements; and preparing a Site Plan Modification application to the City of Bozeman. A detailed list of assumptions and scope of services for the project are outlined below. Scope of Work: Phase 1 - Project Management and Coordination This phase of the project will include project initiation, scoping, and general coordination with the City of Bozeman and C&H. Sanderson Stewart will manage the overall project on behalf of the City of Bozeman Economic Development Department and will provide coordination with the adjacent projects noted above. Phase 2 - Topographic Survey, Design and Site Plan Modification Application See attached scope of work from C&H for a detailed description of survey and design tasks. The following items are not expected to be needed for this project and are therefore specifically excluded from this scope of work: • Landscape and irrigation plans • Construction administration, bidding and inspection services • Construction staking • Lighting design • Stormwater Pollution Prevention Plan (SWPPP) permit • Wetland permitting and mitigation • Erosion control plans If needed, these items will be added as a separate task order or contract amendment. 292 Fees and Billing Arrangements: Phase Fee 1. Project Management (Sanderson Stewart) $2,500 2. Topographic Survey, Design and Site Plan Modification Application (C&H) $5,000 Total $7,500 Sanderson Stewart will bill for its services on a lump sum basis with a project total of $7,500. Sanderson Stewart shall submit invoices to the Client for work accomplished during each calendar month. The amount of each monthly invoice shall be determined on the “percentage of completion method” whereby Sanderson Stewart will estimate the percentage of the total work (provided on a lump sum basis) accomplished during the invoicing period. Project Schedule: The anticipated schedule for this project consists of the preliminary design within 3 weeks of notice to proceed. 293 294 295
