Agreement with Great Northwest Construction Inc for West Aspen Street Proj Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Urban Renewal Program Manager SUBJECT: Authorize the Interim City Manager to Sign Agreement Between and Among Great Northwest Construction, Inc. and the City of Bozeman for the West Aspen Street Design and Construction Project MEETING DATE: March 23, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the Interim City Manager to the Agreement. BACKGROUND: The Midtown Urban Renewal Board (MURB) is finalizing the design of for the construction of a festival street on W. Aspen St. between N. 5th Ave. and N. 7th Ave. The City Commission designated these improvements as part of an urban renewal project on February 3, 2020. To facilitate the best design for that project, the Board determined it was necessary and appropriate to seek the relocation of the drive approach for the property at 806 N. 7th Ave. previously occupied by Village Inn Pizza. As part of the Agreement, the City agrees to provide property improvements and the engineering of those improvements to facilitate the relocation of a drive approach from W. Aspen St. to the public alley. Specifically, City agrees to install storm water improvements and to regrade and pave the property to utilize those improvements. The property currently has no on site storm water treatment and the new infrastructure will remedy an infrastructure deficiency that impacts the public right of way and adjacent properties. The proposed improvements would facilitate and be undertaken as part of the festival street improvements. UNRESOLVED ISSUES: None. 157 FISCAL EFFECTS: Funding for this project relies on issuing urban renewal revenue bonds against the revenue of the Midtown Urban Renewal District Tax Increment Fund. While the City Commission has already authorized the administration to move forward with the bonding process, the process is not finalized. An agreement with Stifel Nicolaus and Company to serve as Placement Agent is also included as a Consent Item on this agenda to advance the bonding process. Since the improvements are not yet designed, it is difficult to provide a precise cost estimate for the improvements. Engineers, however, have given a rough estimate of $100,000 for the proposed improvements. Since the project, as designed, is currently out for bid, the proposed improvements will require a change order at a later date. ATTACHMENTS: 1.
