Action Items 1. 01:41:29 PM (00:01:32) Board Process and History (Discussion) Staff Historical Preservation Specialist Phil Gonzales represented a general refresher on Historical Preservation, city code and guidelines for historical preservation and the Historic Neighborhood Conservation Overlay District (NCOD). The National Park Service directs national standards for historical preservation and State Historic Preservation Office (SHPO) directs the Montana historical preservation efforts. Local codes are the actual enforcement of the historical preservation efforts. Bozeman had its first inventory of historic properties in 1983-1984 and then created its historic preservation ordinance in 1985. The city then created historic districts and created a list of its historic properties. In 1991, Bozeman established the NCOD process along with the creation of two additional historic districts. Mr. Gonzales described the difference between zoning districts and overlay districts. 02:01:57 PM (00:22:00) Mr. Gonzales continued with the Bozeman historic preservation guidelines and the Bozeman Community Plan. 02:04:43 PM (00:24:46) Mr. Gonzales went over the elements that are reviewed when a project requires a Historic Neighborhood Certificate of Appropriateness (NCOA). A NCOA is required when building changes to the exterior of a building are done in the Historic Neighborhood Conservation Overlay District (NCOD). Mr. Gonzales also explained required public noticing for the addition of a dwelling unit on a parcel and requested deviations of the city code. 2. 02:23:14 PM (00:43:17) NCOD - (Discussion) a. Staff priorities for 2020 Mr. Gonzales handed out a 2020 work plan. Priorities included a NCOD review, move forward with the HPAB board increased roll in reviewing demolitions, including training with the City’s legal department on how to review the demolition requests. Priorities also including updating the inventory and working with the Downtown Partnership to complete the survey for all B-3 properties. The city received a grant to scan historic negatives and the project is complete. Mr. Gonzales is now in the process of attaching the images and adding the scanned images into the Historic Architecture Inventory map. Mr. Gonzales talked about a potential to look at a new Preservation Plan for the city. He also discussed that roll that the HPAB would need to take on the new plan. b. 02:53:54 PM (01:13:57) Board Involvement City is in the process of changing the process where the whole community, including Citizen Advisory Boards, can recommend changes to the City Code. The project is call UDC Community Platform. 03:01:04 PM (01:21:07) Members requested a break before the next topic (Disclaimer—Time stamp changed as a merge of two recording tapes in AV Capture was required for this meeting.) 01:50:45 PM (01:33:40) Meeting reconvened and Mr. Gonzales started the discussion on demolition ordnances in regards to NCOD. In the NCOD, a building cannot be demolished without plans to rebuild on the same parcel. Public notice is required for demolishing. Mr. Gonzales described the process of presenting demolition requests to the board. Demolishing a structure requires consideration of the following criteria items. Does the property have historic significance? Structure has no viable economic life remaining for the structure. Does the subsequent development comply with the standards found in Sec. 38.340.050 (general standards in the NCOD)? Does the subsequent development include new buildings, including the building permits for subsequent buildings and does not leave a vacant lot after demolition? 02:29:20 PM (02:12:16) Discussion continued on the Unified Code on NCOD and the Board’s role in participation in the reviews of demolitions in the NCOD. 3. 02:43:21 PM (02:26:17) Awards (Discussion) a. 02:43:26 PM (02:26:22) Review Categories Mr. Gonzales handed out copies of the award application and a list of COAs for the past year. Board members discussed the list of COAs. b. 03:02:16 PM (02:45:11) Theme Board members discussed a possible theme for the upcoming Awards. Board members also discussed individual projects from the past year. Awards ceremony is tentatively scheduled for May 2, 2020 with a deadline of March 10, 2020 for the applications. The application will be available online. 4. 03:38:43 PM (03:21:38) Willson Update (Discussion) A project update concerning the findings of the Story Apartments, the Jack Bartlett House, Blackmore Apartments, and the Gallatin County Courthouse was presented. G. 03:49:48 PM (03:32:43) FYI/Discussion Jeanne Carter, the Historic District representative, is stepping down from the board effective December 31, 2019. Steps need to begin to fill this Historic District representative position on the board. Jennifer Dunn wishes to step down as Chair of the board, so a new Chair and Co-chair need to be chosen at the next meeting.
