For the record,my name is Jane Jelinski and I have lived at 433 N Tracy for 45 years. About a
year ago our neighborhood rallied around the creation of an SID to replace our infrastructure on
N Tracy from Villard to Peach St. Some of our neighbors objected because of the high cost
imposed on people of modest means,but the majority supported it. The additional $500 annual
tax has been implemented on every household on N Tracy in the SID for the next 20 years. This
is approximately a$10,000 burden for every household in the SID. Now you want us to pay to
park on the street we paid to build? Had we known then that we might be paying for Holloran's
parking lot,we might not have supported the SID.
Let me be clear—we do not have a parking problem on N Tracy. This proposal does not solve a
parking problem for us; it creates a problem for us. Mr. Holloran has bought the Medical Arts
Parking lot and intends to use it for parking for his 5 East building on Mendenhall and N Tracy.
There are 50+cars parked in that lot all day, every weekday. Do you really think they should be
allowed to park in front of our N Tracy homes now?
The MSU and High School parking districts were created to protect permanent residents from the
spillover from the University and the high school and they have been successful. The objective
of this Parking Benefit Zone is the opposite—not to protect the permanent residents but to
benefit the developers who want to protect their bottom line.
The map of the proposed Parking Zone might include residences that have a parking problem,
but it is seriously too large a Zone and will have a negative impact on some peaceful,historic
neighborhoods. Let's reframe this conversation to describe what this really is. This is not a
"Parking Issue." This is a Social Justice issue.
Please significantly modify this proposal so that it does no harm.
