Cert of Approp and Deviation for Ellen Theatre Sign App 19418 Supplemental Materials BO v 9x Commission Memorandum T�k CO.M° REPORT TO: Mayor and City Commission FROM: Danielle Garber, Associate Planner Martin Matsen, Director of Community Development SUBJECT: Amendments to the Staff Report for the Certificate of Appropriateness application to allow for a zoning deviation for exterior signage, specifically cited from the following Sections of the Bozeman Municipal Code (BMC): Section 38.560.060.A to allow a projecting sign to be greater than 12 square feet in size. Application 19418. As well as potential Conditions of Approval if the City Commission votes to approve this application: MEETING DATE: March 2, 2020 AGENDA ITEM TYPE: Action AMENDMENTS: Add the following criteria and staff finding to page 19 of the Staff Report at the end of the list of Secretary of the Interior Restoration Standards: "10. Designs that were never executed historically will not be constructed. As demonstrated through the historic photographs provided by the applicant, and outlined in criteria #7 above, the proposed sign design was never executed historically and therefore should not be constructed." CONDITIONS OF APPROVAL: If The City Commission determines to approve the proposed 24.5 square foot blade sign we recommend the Commission consider including the following conditions of approval: 1. This approval supersedes the previous approval of Certificate of Appropriateness application#17407 for a 12 square foot blade sign. (Note: the applicant can install one blade sign, but not both. The 12 foot sign, for which applicants already have approval and which is superseded by this approval, has not yet been built. 2. A sign permit must be obtained through the Building Division prior to the installation of any signage. 3. Prior to completion of the installation of the Ellen blade sign, the applicant must install an interpretive plaque on the building fagade that explains the history of the original Ellen blade sign in 1919 and the addition of the reader board in the 1930's. The interpretive plaque will mitigate the effects of incorporating elements from different historic periods that never existed together. 4. Locate the sign above the marquee, between the first and second easternmost arched windows,which is closer to the original placement of the sign in the middle of the entrance to the building and will mitigate any possible adverse effects on the eastern abutting property.
