E. Public Comment – Members of the audience or their agent may be
invited to present testimony or evidence. To be recognized, each person
desiring to give testimony or evidence shall step forward and, after being
recognized, give their name and address for the record. The presiding officer
may establish a time frame for each public comment but in no case shall
such timeframe be less than three (3) minutes per speaker. The presiding
officer may lengthen or shorten the time allotted for public testimony.
Larry Barnard, 439 N Grand Ave; Suggested a few more criteria to use for the
parking benefit district and distributed a handout that listed his criteria.
Aaron Parker, 401 N Grand Ave; Commented on parking benefit zones,
employees, and the livelihood of downtown. He also pointed out how biking and
the trail system should be an alternative focus of the downtown.
Brian Leland, 528 N Bozeman Ave; Pointed out the street curb cut for driveways,
and encouraged the use of parking in front of your own driveway to add additional
parking.
Ashley Ogle, 5 E Lamme St; Commented on the sensitivity of the downtown
parking situation, and how more restrictions on downtown parking may have
unwanted consequences.

G. Action Items
1. Update from Parking Program Manager on Ordinance 2033
Mr. Meece explained that Ordinance #2033 (Parking Benefit Zones) was
discussed by the Bozeman City Commission on February 3, 2020. He
commented on the City Commission’s concerns about the driver/dwelling
permit allocation recommendations, and how the parking benefit zones
would be operated and enforced. He also discussed staff’s
recommendation that apartment residents (5 or more dwellings in a building)

would not be able to purchase resident parking permits but could purchase
commuter permits, depending on their availability.

Commissioner Neubauer asked about the ordinance, and how changes to
the benefit zone would be handled. His hope is to hear opinions of the
residents, and business owners, and how they would like to see it
implemented. He would like to see the parking commission have the
ability to make changes easily and quickly.
Commissioner Wiseman pointed out that the current rules in Ordinance
#2033 seem very tight, and he is concerned about the management of the
benefit zone. He commented on the lack of data available and would like
to see more information.

Commissioner Pohl discussed how Ordinance # 2033 handles the high
density buildings (apartments).
Mr. Meece stated that the intention of a parking benefit zone is to ‘fix’ an
area where occupancy exceeds 85%. He pointed out the boundaries
should be smaller, rather than larger, and that it is a tool to use when
managing parking.
David Fine stated that pricing is key to a well-managed district. The price
of commuter permits, and subsidized permits, need to cover the costs of
managing the district.

Commissioner Pohl pointed out that we need to strike a balance of
predictability and flexibility. Chair Ness agrees that finding a flexible
balance that works is very important with a parking benefit district.
Deputy Mayor Andrus stated that she would like to see certain areas more
flexible. She asked for more clarity with the permit regulation. She also
would like to hear about grandfathering exceptions within the benefit
district.
Commissioner Wiseman pointed out that the pricing and availability of
permits would directly contribute to the number of permits. He also would

like to hear the distinction between the Downtown Parking Benefit district
and the Residential Districts.

Mr. Meece pointed out the differences between a parking benefits zone
and a residential parking district. He also stated that one of the similarities
is that the district or zone must generate sufficient permit revenue to cover
the cost of administration and enforcement.
Deputy Mayor Andrus asked if the residential districts pay for themselves
presently. Mr. Meece confirmed that at this time the Residential Permit
Districts do not cover their own costs.
Commissioner Wiseman asked if the fines from citations are applied to the
district. He also cautioned of the tension that occurs at the borders of
residential parking districts where spill over happens.

Deputy Mayor Andrus stated that the Parking Commission must remember
who they are providing parking for.
Brit Fontenot further commented on the impact of districts on the next
blocks over.
Chair Ness commented on the benefits of shared parking, and
management of the high density impact around Downtown.
Commissioner Pohl stated that the Parking Benefit District is just one of
many tools to manage parking.
Jeff Orange, Planning Consultant from Seattle; Pointed out that collecting
data is essential to the parking management process. He encourages
more data collection. He stated that traditionally parking districts do not
make money. He voiced his concerns for apartments within the area.
Brian Leland, 528 N Bozeman Ave; Commented that parking districts
should go through the City Commission, and not a volunteer board. He
pointed out that work force permits should be addressed. He commented
on the acres of parking at the Fair Grounds, and how that could be utilized
by a rideshare program.

2. Re-schedule of March, April, and/or May Parking Commission meetings
(Chairman Ness)
Chair Ness stated that he has work conflicts for the next three months and
will be reaching out to find alternative dates that will work for board
members.
H. Parking Program Manager Report (Exhibit 2)

Chair Ness recognized the Parking Division for receiving the Impact Award
received from T2 Systems, and the success of implementing new
technology into Bozeman’s parking system.
Mr. Meece discussed a concept of a new innovative program which would
allow parking citations be worked off through shared community resources.
Brit Fontenot pointed out that this is an engagement effort for parking
issues.
Mr. Meece thanked Brandi Higgins for automating the monthly financial
report for the Parking Services Division. He also noted that both revenues
and expenditures are doing well at this time.
Commissioner Neubauer asked about the management of the North 7th
private parking lot. Mr. Meece stated that he explained how the city can
assist with private parking citations, and shared parking, as part of their lot
management.
Commissioner Wiseman asked about the status of gathering occupancy
data in the High School Parking District. Mr. Meece replied that this effort
is still on the list for attention.
Chair Ness discussed the benefits having the parking division help patrol
and manage private parking lots, using his experience with Big Sky
Western Bank as an example.
