Minutes of the Recreation and Parks Advisory Board
October 12,2006
Present:
Board: Terry Baldus, Anne Banks, Elizabeth Davis, Sandy Dodge, Adam
Fruh, Chris Guy, Sue Henning, Ted Koterwas
City: Sue Harkin
Other: Gary Vodehnal, GVLT; Judy Blackmore
Sandy introduced the new board members: Elizabeth Davis, Bozeman
High School representative, and Adam Fruh, MSU student
representative, who gave a little information about themselves and their
interest in the board.
The minutes were approved as written.
. Procedure for applying to the board, both for current members
reapplying and those applying for the fIrst time: an application can be
downloaded from the city website or picked up from the clerk of the
commission at city hall, filled out and returned either by email, regular
mail or in person to Britt Fontenot. Sandy noted that Kate Gardner's seat
will not be fuled until the regular selection process in December.
There was no mayor's report.
Dan Burden presentation: Anne and Gary reported briefly on this
presentation, which featured novel solutions for making communities
more livable and walk- and bikeable.

Committee reports:
· Subdivision review: Sandy reviewed Cattail Lake, Diamond
Estates, both of which were approved by the board, and discussed
Village Terraces (part of The Villages Downtown). (See attached
report for more details on all three.) The developers propose to use
wetlands to satisfy parkland dedication requirements; a use which
may be permitted by the UDO. Terry asked what had happened to
plans for the portion of the wetlands owned by the Department of
Transportation and offered to the city for a minimal fee. Sue
recalled that Dick Pohl's class had developed a plan for this area a
number of years ago. (See also email correspondence below.)
. PROST: All information for the plan has been assembled; Jody
Sanford is currently writing it up.
. Activities: The website continues to receive many hits; check it out
for photos of the Bogert Pavilion roof renovation.
. GVL T: Gary reported that Mike Harris had asked him to look at the
trail layout for the Regional Park. Gary put in a $2000 sign order to
the city sign shop for signs for the blank trail totems. Two Eagle
Scout projects are underway, one Scout constructing 3-5
information kiosks for trailheads, the other GPS-ing trail signs and
trail amenities. A temporary trail is being installed-between Alder
Creek subdivision and Morning Star School, bypassing the
frequently flooded spot. The city will use a Bobcat to smooth out the
large humps in a short section. A permanent trail will be installed
by the developers as development proceeds.
Recreation Department report: Sue reported that the winter-spring
brochure is out; Jamie Saita planned the activities and prepared the
brochure. Jamie and Jesse Blaylock are currently attending the National
Recreation and Parks Association Conference in Seattle. Portions of the
bottom of the Swim Center pool are coming up. Via the phone, the
installer promised to make it good. The Swim Center staff has patched
the holes so the pool is safe to use. The Beall Park Recreation Center
(formerly Beall Park Arts Center) will be remodeled for use by the
Recreation Department and public. Sue is checking architects'
qualifications. Fees for building use should be able to pay for the
renovations in a few years.
Parks and Recreation Superintendent's report: Ron Dingman was
unable to attend the meeting; see email correspondence below.
Other: Anne relayed three questions from Russ Tuckerman about the
parking area along Gardner Park Drive that is to be installed by the
homeowners; see also email correspondence.

Subdivisions October 12, 2006
Cattail Lake:
All previous recommended changes have been made. Recommend
Approval
Diamond Estates: 9/29/06 & 10/6/06
Required some adjustments of the original plan to meet city specs,
modifY covenants, and adjust trail connections. All done to the
satisfaction of the Review committee. Additionally, a possible off-
leash dog park was included in the master plan. Recommend
Approval
Village Terraces -10/15/06
. Proposal to use wetlands to satisfy parkland requirement, as per
UDO 18.50.100A The proposed development provides long-term
protection of critical wildlife habitat; cultural, historical,
archeological or natural resources; agricultural interests; or
aesthetic values.
Waiver of street frontage requirement is natural byproduct of long-
term protection.
Weed control is a major issue. The infestation is severe and
mitigation must take place with environmental caution.
A delicate balance must be struck whereby the land can be useful
as nature observatory and still functional as a refuge offering long
term protection. A trail system throughout, for example would
provide both public access and predator access, decimating the bird
. population.

Sue sent me an e-mail saying that there was discussion in the 1-90 park master plan. I'm
guessing that this is the plan for the Village Downtown. I have a copy of the preliminary
plat application but no master plan. If someone can tell me more specifically what you're
looking for it may help to to find the infonnation. I will check and see if there is a master
plan I can get my hands on.
As you may know, McLeod Park was accepted by the City Commission and the County
Commissioners are suppose to make their final vote next week to give the 7.74 acre park
to the City by means of a Quit Claim Deed.
Mark Simpson, fonner Park employee, has been hired back and will start on the 16th of
October. There were 3 very good applicants but Marks past experince placed him at the
top. He replaces the position left vacant when I accepted the position of Superintendent.
The Linear Trail crossing at Garfield presently "jogs" to allow for a straight crossing.
This is not functional for trail users as they have to turn right, cross, turn right again and
then turn left to enter the trail again. I am talking with the Street Division about cutting
the curb cut wider to allow for a diagonal ped crossing.

Ray Heagney with FWP is setting up a meeting with Debbie Arkell and me to, discuss
SID's associated with the annexation of the Easy Gallatine property owned by the state.
By annexing this property, it allows the City Police Department to have jurisdiction in the
park. As some of you know, this has been in the works for a few years now, but we're
getting close!!
I have met with BSF representatives, Marwyn-Lindley neighbors representative Duane
Burkenpas, Cemetery Foreman Tim Murphy, Park Foreman Rick Miller and Stuart
Jennings to draft this seasons user agreement for BSF. There was good discussion and
some new ideas for improvements to their operation. An e-mail notification system will
be used this year to get the word to all interested parties as to what is happening and
when. The neighbors are included.
To Elizabeth and Adam, welcome to the Recreation and Parks Advisory Board and thank
you for serving! I look forward to meeting both of you.

Re Master Park Plans: Rick Miller, (Park Foreman) Kathy Braun( Compassionate
Friends )and I met at Memorial Garden at Westlake Park to discuss rogue tree plantings

and Rick was looking for a master plan for that park. Apparently in the offing is further
refinement of the parking lot including curbing with a sidewalk coming up to the garden.
Kathy Braun and I agreed to find the money to do a sidewalk from street entrance on
Tamarack to the garden at the same time. The current fines trail needs frequent spraying
for weeds by me during the summer--and never looks good. One other suggestion-could
we do a colored concrete as at Walmart to blend with brick in garden and to avoid a
glaring white look. Hope you find both plans. Sue Henning.

The Park Plans from the past are located in the Bozeman Area
Recreation, Parks, Open Space and Trails Master Plan 1997 pages
85-200. There have been some changes to the master plans in the
last 10 years and it would be good for the Parks Department and
Board to have copies of all the master plans in one place. David
Cook suggested this at one of the PROST meetings, but I don't know
where it went.
Westlake Park Master Plan begins on page 190.

Hi all,
I think the park master plan that Terry mentioned Thursday night is the 1-90-
East Main Park plan developed by Dick Pohl in 1992. It's in the 1997 POST Plan
book beginning on p. 107. This was before Mike Delaney's involvement,
probably before the Cupola project. The plan's pretty interesting - suggests a
much higher level of development than anything that's been contemplated
recently.

Russ Tuckerman phoned me Wednesday with some questions about
what's going on in Gardner Park:
Who are the people involved with parking lot plans and who hired the
lawyer who represented them in negotiations? Russ mentioned Denver
Bryan and Anne Sexton; Gary recalled that Bob Dennee was another.
What's going on with the construction of the small parking lot on
Gardner Park Drive next to the trailhead?
What's happened to $2500 (or maybe it's $2000) in P.I.G. funds that are
supposed to be used there? It was Terry's recollection that all the P.I.G.
funds for the parking lot off Goldenstein had been used and that in fact
it'd gone over budget. Is this the same P.I.G. grant? Is there unused money
around?

I brought these Qs up at the board meeting and it was agreed that it was a
matter for staff to handle. (1m cc-ing Russ on this, too.)

Hi again,
FYI - maybe more than you want to know. I just talked with Russ
Tuckerman. He said that the P.I.G. money under discussion was originally
for a bridge across Nash Spring Creek between Tuckerman Park and
Sundance Springs. It was later decided that the bridge would not be built,
and the money was diverted to the Three Parks Master Plan. Not all of it
was spent, and the city conunission agreed to put what was left ($2000)
into the Gardner Park parking lot. The record of this is in the commission
minutes for November 14,2005, pp. 5-7.
