Olive St. Bozeman, MT 59715 RE: Blackmore Bend Development/East Main Traffic Impact Study Dr.Woolard, Since we had our meeting with the City of Bozeman to discuss the Traffic Impact Study(TIS)for the Blackmore Bend Development,we have had two meetings with MDT to discuss the TIS and recommended improvements to both E. Main St. and Highland Blvd. MDT reviewed our conceptual design and has provided some direction regarding their desires for access and adjacent street improvements. Based on a December 7, 2016 email from Jean Riley, our MDT Project Manager, the MDT staff is agreeable to the modifications we have proposed as described below: • East Main Street(N-50)—The proposed modification is to remove the raised median to the west of Haggerty Lane. The center turn lane will be a two-way left turn lane to the approach into the development from E. Main Street, then the turn lane will be a dedicated left turn lane for Highland Avenue. • Highland Avenue (U-1215)—The proposed modification is to add an additional dedicated left turn lane from Highland to E. Main Street. This will require modification to the signal at Highland/E. Main, adding an additional lane on Highland, and relocating the asphalt sidewalk on the west side of Highland Blvd. The signal and intersection will be modified accordingly. MDT has also provided the following requirements pertaining to the proposed design: • The intersection of Highland and E. Main must be as close to perpendicular as possible. In the conceptual plan it is skewed, consistent with how it currently exists. This will not be allowed. • The transition point on the turn-bay must be a curve transition not a point as shown on the plans. • The right-of-way necessary to modify Highland and the asphalt sidewalk should be in MDT's name for the length of the turn-bays. NATIONAL PERSPECTIVE REGIONAL EXPERTISE TRUSTED ADVISOR We concur with MDT's desire and requirements as noted and we have revised our conceptual layout(included as Sheet C01 in the Master Site Plan Application). Based on these revisions, MDT has stated that submittal of a revised TIS is not necessary. We request the City's written concurrence to proceed on this basis.
