RECOMMENDED MOTION: I move to appoint six members to the Bozeman Area Bicycle
Advisory Board, with terms ending December 31, 2021.
STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
BACKGROUND: The Bozeman Area Bicycle Advisory Board (BABAB) currently has five
vacant positions and two members whose terms expired December 31, 2019. Two new applications
have been received.
There are currently no qualified applicants for the following position:
1) One MSU Student Representative with a term ending December 31, 2021.
Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in
September 1990 through Resolution No. 2817. Its purpose is to recommend safe bicycle practices
throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide
bicycle education and safety programs, and other matters relating to bicycling in the Bozeman
area.

Bozeman Municipal Code Sec. 2.05.2510 Membership.
A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting
liaison to be appointed by the city commission. One member shall be a student of
Montana State University. One member representing the county may be recommended
by the county commission and appointed by the city commission. One additional non-
voting liaison shall be a student of Bozeman High School. Members of this board shall
serve two-year staggered terms. Each member may be reappointed without any limitation
on the number of reappointments. Vacancies shall be filled in the same manner as original
appointments for the balance of the term remaining.
B. With the exception of the non-voting high school liaison, only persons of legal age may
be appointed to the board. High school representatives under age 18 must provide a signed
consent from a legal guardian stating they may participate in board activities. A majority
of the board shall be residents of the city. Nonresident members of the board shall have
some interest in the city by virtue of working in the city, owning property in the city, or
entering the city frequently for any lawful purpose. In addition, the members should be
knowledgeable of bicycling and/or traffic safety in the Bozeman area.
This board has a Gallatin County appointed representative, Jason Karp. His term expired
December 31, 2019. The Gallatin County Commission has reappointed Mr. Karp for a term
expiring December 31, 2021.

I have been an avid biker here in Bozeman since I was two, when my father, who manages a local bike shop,
bought me my first tricycle. Ever since biking has been both a fun recreation and a awesome mode of
transportation for me. I have done a fair bit of bike touring, including biking across two continents and am a
member of our local NICA mountain biking team. When I heard about the biking accidents that happened
this winter I was eager to find a way to help make Bozeman a safer place for cyclists like myself.

I am the current Chair of BABAB and have held this position for a few years since being Secretary of the
board. This board is very important and has recently found synergy with a work plan and relationship
building with the new city Transportation Engineer. My background is in landscape architecture, park
planning, campus planning, construction project management, bicycle infrastructure and transportation
planning, and advocacy for grass-roots project development that enhances mobility. I am a year-round bike
commuter in Bozeman and enjoy living and working here and seeing progress, however slow, improve
people's transportation options.

I am a long time year around bicycle commuter. This includes travel to and for work, errands, and
recreation. I have witnessed multiple cyclists be hit by motor vehicles and some badly injured in the last 1.5
years. Among Bozeman bicycle commuters I've found I'm not alone in regularly experiencing close calls and
aggressive drivers. The lack of adequate infrastructure makes bicycling in winter particularly dangerous. I
believe much can be improved on a municipal level with infrastructure, laws, enforcement, and education
to make cycling safe in Bozeman. I believe bicycle commuting is the most efficient form of transportation,
builds a healthy community, empowers lower socioeconomic groups, and will help Bozeman meet stated
climate goals. Accordingly I would like to be a part of navigating process, politics, and funding to make safe
bicycle infrastructure a reality. I understand BABAB is the most effective public advocacy board to reach this
end so am applying for a 2020 seat.

I have lived in Bozeman since 1960 and have a good understanding of Bozeman and the surrounding valley.
I retired from Pepsi-Cola after 40 years as the general manager two years ago. My wife and I own a small
graphic design digital print business and enjoy riding our bicycles in Bozeman and the surrounding area. We
travel around the western United States and try to search out communities with good bicycle culture so we
can enjoy riding. I would like to see Bozeman and the valley continue to embrace a strong safe bicycle
culture. My interests are to see a network of family safe bicycle trails, and routes around our community.
As Bozeman grows it will be essential to be vigilant about developing these trails, and routes to insure a
great bicycle culture in our community.
