A few thoughts and observation on the proposed parking district:
1. Since the Parking Benefit Zones are aimed at providing a surplus to be used for improving
neighborhood infrastructure, ticket revenue (since it varies annually) should go directly for
these improvements in the zone(s) where collected. This should be included in the ordinance.
2. Since you are intent on delegating the authority to create PBZs to the Parking Commission, I
think they should be given some latitude in how the resident permits are allocated (In for
penny, in for a pound).
3. The commuter permits should be restricted to workforce parking only. (Sold only to
downtown employers perhaps) Residents of the B-3 downtown area should not be eligible to
purchase these permits. This should be included in the ordinance.
4. You should consider recalculation of the parking requirements for downtown development
since they are being exploited at the expense of adjoining neighborhoods. You should
consider a moratorium on downtown development to provide enough time to get this right.
