Filipovich - Parking Benefit DistrictsFrom: Karen Filipovich To: Agenda Subject: Comment on proposed ordinance #2033 parking district Date: Monday, March 2, 2020 1:39:12 PM Dear City Commissioners: I appreciate the work and discussion that on the parking district at the February 3, 2020 Commission meeting. However, there are significant questions related to the proposed ordinance and district that need more discussion and analysis. Please spend more time fully developing this new parking district before any final decision is made. 1) Number of residential spots per unit (non-apartment). Why two? This does seem to be an attempt at a compromise between each driver and one per household. However, the existing parking districts simply ask for proof of residency and type of occupancy on the application form. Why wouldn't this be done in same the way for residents in the proposed parking district area? The residential areas adjoining downtown have significant variation in housing types and household composition, so giving residents flexibility would be useful. 2) Apartments in B-3: Census data records an average of two cars per household for Gallatin County. How many of the apartment buildings currently built or permitted in B-3 have two parking spots per unit? If not, what is the projected number of commuter spots that the residents of these households would be likely to buy? If that estimate turns out to be wrong, how will changes be made? 3) Cost to residents for permits. There is no information on what the proposed district would cost to run or the cost of either proposed cost of permits. Current residential permits in the two existing parking zones are listed at $30 per permit. Will it be the same or something different? Others have written on several issues, some of which staff have answered and some that have not yet been addressed. What is proposed is significantly more complicated than the existing parking districts, so continued discussion is needed. Sincerely, Karen Filipovich
