SUBJECT: Front Street Connector – Request for Additional Funding
Background:
This project proposes to construct an 8-ft. wide paved asphalt path between the
intersection of E. Oak St. at N. Rouse Ave. and N. Wallace Ave., linking to the Story Mill spur trail and ultimately, the Path to the M. The project is sponsored by the Gallatin Valley Land Trust (GVLT) with a grant from the Northeast Urban Renewal District and funding from Collin’s Coalition. Construction has been delayed due to MDT's Rouse
Avenue construction project.
Resolution 4621 A was adopted on September 28, 2015 by the City Commission approving funding in the amount of $178,106 for the project.
Due to inflation, required changes in the project design and other unforeseen costs, an additional $211,531.76 is needed to complete this project. The City of Bozeman Parks
and Recreation Department together with GVLT is requesting an increase from TOP
Funding up to $110,681.76.
Since the December meeting when the preliminary revised budget for this project was shared with the TOP Committee, GVLT has worked to secure and apply for additional funding. They have increased their financial contribution from $33,600 proposed at the
outset of the project to at least $80,000.00. The additional funding includes both an
increase in their grant applied for from the Recreational Trails Program (RTP), from $10,000 to $45,000 and increased funding from Collin’s Coalition and other partners. GVLT has also applied for $20,850 from the City’s Cash-in-lieu of Parkland (CILP) funding sourced from two separate development projects at the Cannery District and
Northside PUD (known collectively as the Cannery District). Staff has confirmed that
use of the CILP funding is appropriate and the item is scheduled for review by the Recreation and Parks Advisory Board and the City Commission in March.
Amount of Additional Funding Requested: up to $110,681.76
