1. 06:07:00 PM (00:02:02) Nahorniak Zone Map Amendment (#19335) (Saunders) Amendment of the City Zoning Map for initial zoning of R-4 in conjunction with annexation for 45,296 sq. ft. located at 5170 Durston Road.

06:07:15 PM (00:02:17) Community Development Manager Chris Saunders presented an
overview of the proposed annexation and zoning map amendment of 1.04 acres. Any actual
future development will go through a site-plan development procedure, including public
noticing. There were no public comments received on the proposal. Staff has determined the
proposal has met all of the Montana Zoning evaluation criteria. The City Commission will hear
this proposal on October 21, 2019.
06:10:37 PM (00:05:39) Mr. Saunders responded to questions from the commission on
procedures of evaluating annexation requests and the reasons why a landowner would request
to be annexed into the city. Mr. Saunders also answered questions concerning major access to
this property and the limitations of access due to prior subdivision of the adjacent properties.
06:16:55 PM (00:11:57) Matt Hausauer, C & H Engineering, answered questions from
commission members concerning the current septic system and connection requirements to city
sewer.

materials, public comment, and all information presented, I hereby adopt the findings presented
in the staff report for application #19-335 and move to recommend approval of the Nahorniak
Zone Map Amendment, with contingencies required to complete the application processing.

questions from members of the zoning commission on the requested amendment to revise and
consolidate standards for vertical datum.

Mr. Saunders gave an overview of the requested Municipal Code Amendment and answered
questions from members of the zoning commission on the requested amendment for an applicant
to withdraw from an approved application.

Mr. Saunders gave an overview of the requested Municipal Code Amendment and answered
questions from members of the zoning commission on the requested amendment to extend review
periods for site development applications. Mr. Saunders also explained application submittal
procedures and staffing shortfalls.

Amendment of various sections of the municipal code to remove unused definitions, remove duplicative uses in non-residential zoning district tables of uses, revise bicycle parking in the B-2M district, adjust land area required per person for the group living use, revise review process for group living for 8 or fewer persons, and revise mandatory landscaping provisions.
