My name is Megan Buecking and I would like to submit a comment in regards to the proposed "Glamping
Retreat" that is slated to be built on the island in Gallatin Gateway, west of the Mill St Bridge. My concerns
are in regards to the proposed piping in of sewer, gas, and fiber optics under the river as well as the issue
with the construction of a 57 unit development in a floodplain. I believe there are dire environmental and
community impact consequences to a project of this nature. Please see the email with a more detailed
comment.

Hello,
My name is Megan Buecking and I am a resident of Gallatin Gateway. I live one
block from the Mill St. Bridge. I learned today from an article in the Bozeman Daily
Chronicle that the new property owners of the island (east of the bridge on Mill St) intend to
build a “glamping retreat” and are seeking permits for sewer, gas, and fiber optic cables to
be piped in under the bridge and river to power their retreat.
As a resident in very close proximity, I am very concerned about this proposed
project and the negative impacts it will have on the river, animals, fish, birds, and the
people who live here. Gallatin Gateway residents frequent the “Gallatin Gateway Beach”,
under the Mill Street bridge, as a place for families to swim, fish, and enjoy our lovely
backyards. It is a beloved aspect of our small community. I believe the initial construction
will permanently damage the river habitat, making it at least temporarily unfit for human
recreation and animal life. The sewage and gas piping will also create the potential for
major environmental disasters in the future.
After a brief bit of research I also found out that in 2018 the property owners (Jeff and
Jimira Pfeil) appealed to the Gallatin County Commission to gain permission to build a
campground on the island, which is in the 100 year floodplain. According to an article in the
Belgrade newspaper, a campground is typically considered a subdivision, which cannot be
built on a floodplain. The Pfeils argued that the campground should be considered
“recreational” and therefore allowed on the floodplain. The commissioners agreed that
campgrounds could be considered recreational, but did not offer a formal decision.
I think there are serious environmental and community consequences with this
glamping retreat, and the project should be brought up to the county again before any
additional construction takes place. I would like to offer the following issues regarding this
project -
Did the Pfeils properly represent their building intentions in their 2018 Gallatin
County Commission meeting?
Were the commissioners aware that the intended development
would be for a “glamping retreat” with 57 units and advanced,
subdivision-like, infrastructure? Or, was the campground
conveyed as a traditional, primitive style campground without
power, water, internet, etc?
Should a “Glamping Retreat” with 57 units, each with access to a well,
electricity, and wastewater be considered “recreation” and therefore eligible
to be built on a floodplain?
How susceptible to flooding will new structures and infrastructure
be?
If septic tanks are not allowed in the floodplain, why would other
forms of significant waste water services be allowed?
Are environmental impact studies required for installing the pipelines through
the river?
What environmental impact studies have been done?
What were the results?
What considerations have been made to ensure the safety and
preservation of the river habitat?
Has community impact been considered?
What other zoning regulations play a role in this project?
