Honorable Commissioners,
I would like to provide a list of what I believe are necessary and reasonable criteria that must
be included in any new parking regulations surrounding the B-3 zone of downtown Bozeman.
It could be interpreted that these new regulations will cause some hardship for the existing and
future developers but those people have chosen the low road in regard to parking provisions
they could have, but did not, provide for the future tenants of their developments. The PBZs
are, and must be, about the citizens of Bozeman living in the impacted areas. Implementation
and enforcement must accommodate the goals of these regulations.
The provisional parking ordinance, as presented, has much merit and I, among others, feel
some additional language must be included. I appreciate your attention to this. Parking has
become an issue with financial, emotional and lifestyle impacts that must be considered as we
move forward.
PARKING BENEFIT ZONE CRITERIA
Design and enforcement of BPZs must address the reality that parking challenges on the North side
are and will be 24/7, unlike the MSU and High School parking districts.
Design of a PBZ near the B-3 area must exclude users and occupants of those people in the B-3
area.
Design of BPZs should be as small as is possible so people will be able to park in their
neighborhoods.
Design of BPZs must be preceded by establishment and enforcement of general parking practices
such as sight triangle and signage to mark parking setbacks from corners, as well as establishment of
one side parking where exceptionally narrow streets will otherwise be problematic.
In addition, traffic monitoring and enforcement of speeding and other issues must be stepped up.
Snow removal must be consistent and timely throughout PBZs. Enforcement must be available 24
hours a day.
