Drscuss draft "Data Distribution Policy" (Commissioner Egge\Exh!þ!!2)Mr. Meece explained the request for a data publishing and the distributionpolicy.Commissioner Egge commented on the management of parking data, andexplained how he would like to increase the public availability of data for onand off street parking downtown.John Henderson, Strategic Services; Mr. Henderson explained the differenceof Open data and Raw data. He pointed out that we have the technology andtools to collect data, however, data retention should be the focus of new policy.He stated there is a lot of limitation and risk with sharing raw data. He explainedthat the City of Bozeman has an open data and transparency policy. Hepointed out that reports are something that can be created and shared,howeverit is time consumiand there are limited resources. He also noted Page 3 of 6the overlap between what the Parking Commission is trying to achieve and theperformance measures of the annual budget cycle.Deputy Mayor Andrus asked for an explanation of retention of dataMr. Henderson explained that the city must follow the State of Montana's'schedule I Retention Plan' for all retention of all data throughout the city. Hementioned contracted services may be an option for gathering and processingdata.Commissioner Pohl asked if there is tools now that we can useChair Ness asked about the demand today from the public for the data beingdiscussed?Mr. Meece stated that in the last year we have had one records request forparking-related data.Deputy Mayor Andrus asked if the data would help the Commission to makebetter decisions.Commissioner Carpenter asked about the value of having transparent data?Commissioner Egge pointed out that the Strategic Parking Management Planaddresses this issue in strategy #10, (Develop a reasonable schedule of datacollection to assess performance, including an accurate on and off streeti nvento ry a nd occu pancy/uti lization a nalys is).Commissioner Winston asked about the grid of the data being collected andhow the management of the data collected will be handled.Commissioner Neubauer asked about the retention of data and the liabilityonce it is depersonalized.Mr. Henderson stated that the liability is the raw data being collected, and howit changes once a value is attached.Commissioner Carpenter asked if this policy is a Parking Commission Goal.Chair Ness pointed out that this should be an active policy to discuss and helpus make discussions about parking. Mr. Meece agreed with the point ofextracting data and using the information to make decisions is important.Commissioner Egge commented that we may not need a formal policy but acommitment to prioritize this strategy is important. He pointed out that there is data that can be shared, andoptions with the tools that we have currently.Public Comment:Susan Hinkins, 1122 S 5th Ave; Pointed out that there will be public interest inthe data being collected especially if it is being used to set policy. Discuss update from Parking Manager regarding Parking Benefit Zonelegislation to Bozeman City Commission. (Exhibit 3lMr. Meece explained how Ordinance 2033 proposes the creation of aDowntown Parking Management District, and Parking Benefit Zones, and theexpected legislative process going forward. He stated that Ordinance 2033 isbeing drafted, and go to the City Commission February 3.08:40:16 AM (0Commissioner Wiseman stated his concern about the high density residentialwithin the parking benefit zones. He also pointed out that we must clearlydefine the 85 % rule if we are going to use it to create districts.Chair Ness pointed out that having a permit does not necessarily guarantee aparking spot.Mr. Fine stated that Section G (Ordinance 2033) talks about residential andbusiness code zoning, and that the clarification of business and residentialzoning, within the 83 district, would be helpful.Commissioner Wiseman pointed out that the frame work and informationshould be defined and should take into consideration the customers and alsothe size of the business.08:59:07 AM (01:27:53) Page 5 of 6Public Comment:Kathy Powell, 1215 S 3'd Ave; Stated her understanding of a Parking BenefitDistrict. She commented on the public's concern about high density. Shesuggests further discussions on permits and zones.25 AM1:32:11Susan Hinkins, 1122 S Sth Ave; Commented on the policy and the creation ofdistricts. She also suggested a clear definition of the 85 o/o rule. She alsocommented on the available parking within the created district.09:06:26 AM (01:35:12)Ashley Ogle, 5 E Lamme; Commented on her struggles with the idea of howto regulate the area around the downtown, and questions the idea ofcontrolling the parking around the core. She points out the uniqueness of thedowntown core.Paul House, Sourdough Road; He pointed out that he understands the needfor more parking downtown, and would like to see a three lane main streetand suggested providing event parking.Mr. Meece thanks the commission and the public for their input. He clarifiedthat there is no guarantee of parking in a spot at any time with in a permitdistrict. He pointed out that we are trying to take an active managementapproach.09:15:01 AM (01:43:47\3.
