Minutes of the Recreation and Parks Advisory Board
September 14,2006
Present:
Board: Gene Brooks, David Cook, Sandy Dodge, Sue Henning, Joanne Jennings,

Minutes: The minutes were approved as written.
There was no public comment.
Member Award: Sandy read from the attached letter awarding David Cook the
Montana Recreation and Parks Association Citation of Merit for his contribution to
the field of parks and recreation. This is the highest award to an individual volunteer
in the state. David acknowledged its receipt.
Board opening: Sandy announced a temporary board opening to replace Kate
Gardner from now through December.
Bogert Pavilion repair: Photographs were passed around showing the progress of
repairs, with some discussion of funding from insurance and the city.
Dog Committee report: David said that the Burke Park dog issue was "laid to rest"
and that Connie Lien, Ron Dingman and Rick Miller would supervise two seasonal
parks workers and a half-time police officer for enforcement of dog issues. The
Snowfill was authorized as an off-leash dog park with two caveats: 1) it is a
temporary site, not a designated park, and 2) volunteers and the GVLT will help with
ski trails and poop control and bike trails and patrol. The Dog Advisory Board will
serve as liaison to the city commission.
Mayor's Report: There was a discussion of the improvements to the library grounds
using the $1.2 million CTEP grant for landscaping and trails. Lighting outside will be
designed so lights can be cut off to Lindley Park unless needed. The city budget was
passed by the commission. Commission work sessions have been eliminated and all
meetings are now open to the public. Revisions to the city charter, including separate
election of the mayor, were discussed. The Delaney suit for damages against the city
resulting from commission and staff errors three commissions ago was also
discussed. The amount of the award has yet to be determined.
Assistant City Manager's Report: Ron Brey was absent. He is currently busy with .
affordable housing and other issues.
Committee Reports:
. Activities: In Bob Wade's absence, Sandy reported favorable email about the
website as well as the fact that the site received 271 hits per day, up 188%
since last year. See also notes and photos from the Baghdad Bozeman Classic,
organized by the Big Sky Wind Drinkers running club and military personnel in
Baghdad.
. Other reports from Sandy: see attached information on subdivision review,
PROST, and the directive from the county Open Lands Board denying funding
for a facilities site and maintenance plan for the Regional Park. Sandy also
reported that BSF, the Cemetery Board and the Marwin Neighborhood group
are working on skiing issues, The possibility that racers could train at the
Snowfill site and leave Lindley Park for family recreational skiing was
mentioned.
. FOR Parks: Joanne expressed disappointment that the County Land Board and
commission denied funding for the Regional Park master plan and said that
other funding would be secured privately or from other county sourceS.
. GVLT: not present.
Park and Recreation Superintendent Report: Ron noted the BSF has received
$2000 annually from the city for the past 15 years-plus and uses it to support .
racers. BSF will help plant trees in the unoccupied future cemetery land this fall.
BSF, Stuart Jennings and Ron need to coordinate skii grooming and activities around
the city. The Bogert Pavilion roof repairs should be finished soon, to be followed by
electrical and painting work and installation of a fire suppression system funded by
the city. At Westlake Park, where the Memorial Garden and BMX facilities are
located, there is an improved parking lot put in by BMX members. Further
improvements will go in next year after review by HKM Engineering. BMX user fees
will go up to cover the improvements. Rose Park wetlands issues were resolved and
seeding is now taking place. The Harvest Creek master plan was never approved by
the city, and the park still needs benches, waste receptacles, a frost-free hydrant,
basketball nets, etc. The Beall Park building needs a fire suppression system; it is
ready for work to accommodate the Recreation Department. See enclosed sheet for
other Recreation Department activities.
Other: David Cook enthusiastically endorsed the Dan Burden workshop "Creating
Livable Communities in the Rockies" to be held October 2 and 3.

Baghdad Bozeman Classic Great Success in First Year
.
More than 800 athletes arrived at the Area 51 Morale, Welfare
and Recreation facility to run the Bozeman Classic IO-K, Sept.
2.
The Bozeman Classic usually takes place on Labor Day in
Bozeman, Montana. For the first time, the 6.2-mile course was
also run at Camp Victory.
"We just wanted to organize a run, so we contacted people in
the states to see ifthey wanted to sponsor," said Staff Sgt. Cassidy
M. Coble, assistant administration noncommissioned officer in
charge, 46th Signal Battalion, Multi-National Corps-Iraq. "They
were excited and gave an answer in one day."
The Big Sky Wind Drinkers running club in Bozeman, along
with individual sponsors, donated money to offset the cost. Also
donated were signs for the start and finish line, and hundreds of
numbers for runners to wear.
Organizers at Camp Victory made a connection with the club
throu h the residents Kath Brown and Robert Wade who are
also the mother and stepfather of Sgt. 1 st Class Michael D. Coble.
He is Staff Sgt. Coble's husband and also serves as the fragmenta-
tion order manager with 22nd Signal Bn., MNC-I.
Although the Cobles received many donations, the crowd that
gathered for the run was larger than expected. Organizers ran out
of numbers for athletes to wear.
"The tum~out today was a little more than we expected," said
Sgt. 1st Class Coble.
Prizes included T~shirts for the first 500 registered runners who
completed the race. Back~packs and coins were awarded to the
top three runners, male and female, in four age groups.
The overall top runner, completing the race at approximately
33 minutes and 30 seconds, was United States Navy Cmdr. Mat~
thew Simms, intelligence analyst, Multi-National Force-Iraq.
Australian Army Maj. Christina M. Vanderhulst, chief of Coali-

Activities:
· Letter from Jeffrey Thomas Jewett - very gratifying to get positive
feedback like this
· Web site - The editing of the website seems to have had no adverse
effect. August activity averaged 271 hits per day, up 188% from
August of '05
· Bozeman Classic - Baghdad, Bob's letter.
Subdivision Review -
· Baxter 3 & 6 and Creekwood all met conditions as set forth in
conditional approval to the satisfaction of Parks Dept. and Review
committee. Will go to the commission as approved with conditions
removed.
· Allison - seeking variance for neighborhood center location to create .
Community Park, with the approval of review committee. Could turn
out to be location for Aquatic Center. Negotiations going well. Ron will
work with developer and city manager to pursue.
PROST
· The committee has been put on hiatus as it has been determined that
all the fact gathering and policy development is done. Jody is now
writing. From there we will proof and review what she writes. Draft
chapters should be forthcoming.
· Amended proposed transportation plan meeting.

"Safe Walking and Biking for Kids: Focus on Schools" Workshop
Meet at the school and watch morning drop-off (invite and encourage to attend
any elected officials, school board, transportation officials, police, school
principallteachers/parents etc. that we can get to attend at least this part so they
can see first hand the issues... i.e., traffic, safety issues etc.)...do an actual
"walking audit" around the school and use this info to problem solve solutions
during the workshop. Go back to Western Transportation Institute (WTI) for the
workshop.

Obesity has become one of the top health concerns in
America today. Predictions include, today's children will not
live as many years as their parents. This lack of activity and
rise of obesity increases other health issues. Land uses and
transportation dependency preclude active transportation
choice. These poor decisions on transportation and land use
are also leading to increases in isolation, depression and
suicide. New tenns have been coined such as "nature
deprivation," "soccer moms" and more... Dan talks frankly
and optimistically about how we can make our cities and
towns more friendly toward children, parents and other
people and he helps us explore was to improve walking.
