As drafted, the proposed Ordinance 2033 includes the retail core of Main Street/downtown
within the new Downtown Parking Management District (Section 1, Sec 36.04.601, item C)
and makes it unlawful for "any person to stop, stand or park a vehicle on any street within a
designated parking benefit zone" between 8a-5p, Mon - Fri, unless the vehicle has a permit or
has paid for posted paid time-limited parking (Section 1, Sec 36.04.604, items A1 and A2).
Thus,
Will curbside parking all along Main Street become pay-to-park?
Will permits also be sold for Main St.? This could enable permit holders to park all day
on Main St., to the detriment of downtown businesses.
Certainly, shoppers and tourists can't be expected to buy permits. Nor should permit holders
be allowed to occupy prime Main St. parking without time limitations.
I understand that the ordinance leaves it to the Parking Commission to designate which areas
within the Downtown Parking Management District become a "designated parking benefit
zone." But given the importance of Main St., it seems the City Commission should be clear as
to how this corridor is to be handled -- and perhaps also Mendenhall, Babcock and the side
streets running perpendicular to them within a block or two of Main.
