Krueger - Bozeman Community Plan-Growth Policy (2)Growth Policy Comments (City) Planning Board Tuesday, January 21, 2020 1 Request #1, Option #1: Request that the properties outlined in orange above remain designated as the Industrial Plan Category as they are described in the current Growth Policy Future Land Use Map (FLUM). Justification: A recent request to reclassify the area outlined in green in the above figure as Commercial Emphasis Mixed Use, submitted on January 6, 2020 and approved by motion by the Planning Board on January 14, 2020, could effectively create significant “non-conforming” situations for the properties outlined in orange. Moreover, the inclusion of the NEHMU Zoning District in the Zoning Correlation Table for Commercial Emphasis Mixed Use Plan Category areas would not permit uses that already exist on these sites (i.e. Manufacturing, Heavy). INTRODUCTION Thank you for the opportunity to discuss the Northeast Neighborhood with you all. This district of Bozeman is a diverse and textured urban area where the story of Bozeman’s past, present, and future intersect. It is the location of some of Bozeman’s most historic structures and sites, and is home to a community of passionate residents intent on seeing the neighborhood fulfill its creative potential. The forces of expansion and development are currently being felt throughout Bozeman, and the Northeast Neighborhood is no exception. Property values are climbing steeply while opportunities for residents to both live and work in the city are shrinking, as change is coming to the Northeast Neighborhood. Managed properly and responsibly, this change can enhance and enrich the lives of Northeast residents, artists, and business owners. To better align the Growth Policy classification in Bozeman’s Northeast Neighborhood, we recommend replacing the ‘Industrial’ future land use designation with the ‘Community Commercial Mixed Use’ designation. We have included two future land use maps for consideration, (see Figures 1.1A & 1.2B). Figures 1.1A/ 1.2B: PROPOSED MAP ADDITION
