RFQ – Public Works Facilities Master Plan
Summary of Questions/Responses & Clarifications As of January 24, 2020
RFQ CLARIFICATIONS:
• Current project budget has been established at $180,000
• Detailed scope, budget, and fees are not required at time of submittal; however,
submittal should describe general project approach, expertise, and anticipated
schedule to complete the same within the allocated budget.
• Project Schedule is unrestricted; respondents will be evaluated on the overall
duration of their anticipated schedule to complete the project based on their
general project approach, expertise, and staffing. In this regard, shorter duration
schedules will be rated more favorably than longer schedules.
• Finalist interviews, if needed (as determined by the City) will be held on February
19th between 1-4pm (MST).
• The Water Treatment Plant and the Water Reclamation Facility are included in the
plan only as reference of what/where Public Works assets and functions are located
– both facilities have their own capital plans for upgrades and do not require
detailed analysis for future improvements/relocations.

OTHER QUESTIONS/RESPONSES:
• Are building condition assessments included in the scope of work or has one been
completed:
Condition assessments are being completed annually; not all buildings have been
assessed, but we have a contract to have that done currently. For proposed
facility modifications that are included in the final Plan, an evaluation of what
elements may need to be addressed related to any specific building should be
included.
• Will evaluations of real property cost be provided by the city or would that be
supplied as part of the consultant team?
• Property cost support and advisory functions will need to be provided by the
consultant.

• Has the City established an executive team that will be the decision makers or is there
a hierarchy/protocol established for decision making?
• The decision team includes the Public Works Director and the City Managers.
