Mr. Matsen and City Leaders,
It has been 19 days since I met with Mr. Matsen and officially inquired about the amendment
that was proposed prior to the passing of Ordinance 1997. (See prior correspondence below.) I
have been very respectful in my approach and have allowed more than ample time for the
appropriate authorities to produce an answer to an issue that could potentially impact every
single resident in Bozeman. I have received zero response. I am politely asking, once again,
for a response to the email I submitted on Jan. 2 addressing the questions and concerns
outlined in the letter.

Good afternoon, Mr. Matsen.
Thank you so much for your time this morning. The information you provided will be
helpful moving forward.
As we discussed, one of the key components is the "manual" which was proposed as an
amendment to Ordinance 1997 at the 3/19/18 Commissioner meeting ,during which, the
ordinance was passed. The amendment requiring the manual was proposed by Mr. Mehl, put
to a vote, and the motion passed 5:0. I would assume that since the motion to require a
manual was passed via commissioner vote, that the approval of a completed manual would
also require a commissioner vote. Is that correct?
The impact of an approved Special Use Permit (specifically relating to transitional and
emergency use) in certain zoning areas is such that it should require a greater fleshing out of
guidelines to serve HRDC in submitting appropriate applications and the city in their
decision-making process. This manual should also serve the people who intend to make
what is, often times, the biggest investment of their lives... buying a home. Existing and
potential homeowners have the right to know what types of transitional and emergency use
plans could be admitted in their current/prospective neighborhoods. This manual should
serve the public in the same way that city zoning guidelines serve residents as they decide
where they want to invest, raise a family, run a business, or otherwise put down roots. I
think it is fair to say that HRDC is not the only stakeholder who has an express interest in
the contents of the manual.
I appreciate you looking into this. I look forward to your feedback and what the next steps
look like. Lastly, would you please send the link to the page you showed us for submitting
comment on various topics/changes in ordinances to be considered in upcoming commission
meetings?
