Housing Action Plan - SUPPLEMENTAL MATERIALSwww.bozeman.net/ city-projects/ community-housing- action-plan Summary: This document is intended to summarize the City's efforts to encourage affordable housing over the last 13 years and to provide a estimated snapshot of upcoming supply. 2007 Workforce Housing Fund Created (2007) Fund assists with down payments, impact fee reimbursement, grants & homebuyer education Affordable Housing Ordinance (adopted 2007, on hold until 2012, replaced in 2015, compulsory in 2017) Current version requires that 10% of homes (for projects greater than 10 lots) meet affordability criteria Code Changes (2002 & 2007) Affordable housing incentives added for parking, lot sizes & entitlement timing 2016 Cottage Housing Ordinance Created (2016) Attempt to foster smaller homes on smaller lots - has not been utilized and is planned to be reevalutated $200,000 contribution to Larkspur Commons Apartments (2017) Money from Workforce Housing Fund used to support 136-unit Low Income Housing Tax Credit project 2017 2018 2019 Affordable Housing Needs Assessment Completed (2018) Step 1 of 2 to create a housing profile & to better understand community needs Community Housing Action Plan Accepted (2019) Step 2 of 2 to evaluate & recommend tools/strategies for a 5 year action plan Code Changes (2019) Further reduction of min lot sizes + Two Mills (2019) Additional ~$250,000 allocated from the General Fund to the Workforce Housing Fund Accessory Dwelling Units (ADUs) (2018) Although ADUs were authorized back in 1998, this joint project with Montana State University created a guidebook to assist residents in permitting & construction Staffing (2018) Full time Affordable Housing Manager hired Transitional & Emergency Housing Ordinance Created (2018) To expand options for shelters Note: numbers are approximate & based on Community Development Department files for projects greater than 5 units. Short Term Rental Ordinance Created (2017) To limit vacation rentals Fun Fact The minimum lot size for a detached home in the R-1 zone has decreased 60% since 1996 $240,000 contribution to Willow Springs Townhomes (2019) Money from Workforce Housing Fund used to support 24-unit Community Land Trust Affordable Housing Efforts Bozeman is the only community in MT to allocate general fund money to affordable housing? $ 5,400 - 6,340 units are needed over the next 5 years to address the current shortfall and to keep up with job growth. 60% of these need to be priced below-market to meet community housing needs.
