Hello Chris!
There was just a Facebook post on the Chronicle Police Reports page (intended to make
everybody laugh) about a cat owner cited for cat at large. I wonder about our city law with
regard to cats in winter. My response to the post was:
I have called about cats trying to enter structures when it was below freezing
because I was concerned they lacked food, water, and shelter during cold winter
months. I was told cats are "a member of the lynx family" and therefore there is
no minimum comfort they require. It is okay to let them freeze. However, it
owners can be cited if cats are just walking around off their home turf. Perhaps it
should be the other way 'round.
It bothers me that there is no law, I guess, about humane treatment of cats. Just saying. I'm
not really sure where to take this. Animal Control seems immune. I have seen cats with
frostbitten ears or missing digits, when freezing temperatures go past discomfort to harming.
