Hello, my name is Jake Holmes and I am currently an MSU student living in Bozeman. Parks and recreation
have been an intergral part of my life since childhood. Most notably, I was involved in the Boy Scouts of
America since the age of 10. During my 8 years in the Boy Scouts, I participated in countless
park/campground restoration projects with hundreds of volunteer hours to my name. Specifically, my
favorite project was my Eagle Scout project, in which I lead a group of individuals including myself in
fundraising, planning and building a large wooden Gazebo at a local park in my hometown on behalf of the
parks and recreation department.
With this MSU Student position on the Recreation and Parks Advisory Board in Bozeman, I hope to continue
my service to the local parks in my community.
Thank you for your consideration. I greatly appreciate this opportunity.

Please explain your relevant qualifications, interests and experiences:
As a landscape architect, I have worked on many projects that require or should require open space and
places for recreation. It is important for the overall health and connectivity of the community. Past projects
include parks, natural playgrounds, open space, community planning. multifamily developments. As an
active person, I think recreation opportunities are important. Again, this ties back to the physical and social
health of the community. It allows people to come together with common interests and create connections
while being active. It gets children outside to explore nature and exercise their imaginations. Much of my
current work is in neighborhoods in and around the city as well as a handful of commercial projects within
the city, therefore I am well versed with the municipal code. I strive to follow the quote "Be the Leslie
Knope of whatever you do." A board position will quite literally help me achieve part of that. Her character
was extremely passionate about her job, as am I.

Please explain your relevant qualifications, interests and experiences:
My career life and volunteer service span multidisciplinary fields with populations ranging from children to
the elderly and have given me a well-rounded skill set and broad perspective. My professional experiences
over the past thirty years include working in state and national parks; as an educator both at home and
abroad; as a researcher in the natural sciences; as a volunteer coordinator; and as a private business
owner/healthcare practitioner. I’ve worked with individuals, governmental agencies, private non-profit
organizations, academic institutions, and various partnerships. Before becoming a Licensed Acupuncturist
and starting a practice, Rootstock Acupuncture LLC, in 2014, my most recent employment position was
Road Ecology Research Scientist with the Western Transportation Institute at MSU where I worked from
2005 to 2014.
I’m a recreation enthusiast and have used Bozeman’s city parks to run, bike, ski, watch birds and other
wildlife, ice skate, paddleboard, play in water, geocache, picnic, enjoy live music and performances, admire
art, journal, read, rent pavilions to celebrate special occasions, watch soccer, commute to work, and take
young children to swing, slide, climb and simply feel free outdoors. My appreciation for living in Bozeman is
largely due to its park system and recreational opportunities.
As a member of the Recreation and Parks Advisory Board, I would share my drive, curiosity, attention to
303
detail, willingness to listen, and passionate commitment to offer accessible and valuable parks and park
experiences to everyone, including future generations.

I am so excited to apply to Bozeman’s Recreation and Parks Advisory Board. For years, I’ve expected a lot of
my City officials and now I feel like it’s time for me to step up and serve. Volunteerism is not new to me. In
fact, it’s a cornerstone of my life experience. Now, with my son in first grade, my private practice in its fifth
year, and my husband’s support, I have the time and space to dedicate to serving on a board.
Our house on North Tracy Avenue will likely be our forever home and our daily view of Centennial Park is a
reminder of how fortunate we are. I believe the negative space that parks provide in our otherwise built
environment are key to our collective mental, emotional and physical well-being. Everyone should have the
right to enjoy our parks in ways that are inspiring to them while being respectful to others. It would be an
honor to keep and work to enhance Bozeman’s gems of parks and recreational opportunities.
Thank you for considering my application. I eagerly await your reply.

Supplement to the Application of Brian F. Close
In addition the the material previously submitted (which was done in haste I must admit), I would
like to apprise the commission with the work accomplished, work pending, and challenges facing
RPAB in the past year and going forward.
First, with Caroline leaving and the time spent replacing her with Ms. Jadin (an admirably
competent person) all work on the PROST plan was deferred for the past year. This plan is long
overdue for an update and, I understand, it will receive priority in the next fiscal year. Frankly,
the scope of the PROST update should significantly change should the park district be approved
by the voters.
Second, the first third of the year was taken up in significant part with the board reviewing the
issues surrounding the approval and implementation of the park district. The board is now well
versed in this issue and will be an asset to the city in educating the public on these issues before
the vote in May.
Third, I took it upon myself to visit as many parks as I could to assess deficiencies in service. As
a result I engaged with staff and we are now implementing a plan to create a master index of park
master plans, identify parks that do not have master plans, and criteria for updating existing plans.
I initiated this project due to the delay of the PROST update.
I believe the current board is up to the task of assisting staff and monitoring the implementation of
a park district should the citizens of Bozeman so approve it.
Finally, the board membership is in flux from retirements due to additional responsibilities for
some (Ms. Gray becoming president of Gallatin Community College), health (Steve Schnee and
Richard Shanahan) and members leaving the area (the two county representatives). Despite this, I
believe the board has a solid core and we all look forward to new members joining us in January.
Respectfully Submitted,
Brian F. Close

Please explain your relevant qualifications, interests and experiences:
I would be delighted and eager to serve another term on the City of Bozeman’s Recreation and Parks
Advisory Board (RPAB). I am a geographer currently working towards a PhD in Earth Sciences at MSU. In my
broad training as a geographer I have taken courses in community planning and recreation which will
provide useful context when serving on the RPAB.
I completed my Master’s Degree in 2012 from the University of Victoria in Victoria, BC, Canada. My thesis
project examined visitation levels, types of utilization and effectiveness of park accessibility, and
infrastructure of a Community Park in Victoria, BC designed exclusively for senior citizens. Information was
gathered regarding the participants’ general health, park awareness and use of the park, activity patterns,
and health attitudes and beliefs. Over the course of this research I became familiar with the academic
literature on recreation and public park spaces in a local community context. I also interviewed city
government officials about the park planning process and recreational experts on the park’s layout,
infrastructure, and appropriateness for the senior population it was meant to serve. These educational
experiences are incredibly valuable and will assist me in a role on the RPAB.
311
I feel passionate about contributing to the community in which I reside. Bozeman is not just a stopping
point during the course of my studies, it truly feels like and is home. As a citizen of Bozeman I feel it is my
duty and privilege to serve in a civic capacity. Moreover, I have long been interested in participating in city
or local government, and holding a position on the RPAB will be a meaningful foray into civic servitude.
Ultimately, the connection I feel to the City of Bozeman as my home has motivated me to re-apply for the
opportunity to serve on the RPAB and I would be grateful to serve my community.
I am free and able to attend all RPAB meetings on the second Thursday of each month.
