Appointments to the RPABCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, Interim City Clerk SUBJECT: Appointments to the Recreation and Parks Advisory Board (RPAB) MEETING DATE: January 13, 2020 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint five members to the Recreation and Parks Advisory Board for the terms specified by the position. BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has ten vacant positions, four are due to an expired term. Two term renewal applications were received. Additionally three new applications were received. There is currently no qualified applicants for the following positions: 1. One Secondary or Home-Schooled Student position with a term ending August 31, 2020. The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on February 3, 2018 to include one student from Montana State University. The Board consists of up to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 1. Seven of the members shall be city residents appointed by the city commission; 2. Two members shall be recommended by the county board of commissioners, with final appointment to be made by the city commission; 3. Up to (3) additional at-large members may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement; and 4. Up to (2) student members, one from Montana State University, the other from an area secondary school, including home schooled students, may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement. If no students apply for these positions by October of a given year, then interested residents may 294 apply for and be appointed for one year terms. Student one year terms shall begin in September and end in August of each year. A majority of the members on the board, regardless of its size, shall be residents of the city. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. This board currently has ten available positions. The City Clerk’s Office has received five applications, with their relevant qualifications indicated below. 1. Parks and recreation have been an intergral part of my life since childhood. Most notably, I was involved in the Boy Scouts of America since the age of 10. During my 8 years in the Boy Scouts, I participated in countless park/campground restoration projects with hundreds of volunteer hours to my name. Specifically, my favorite project was my Eagle Scout project, in which I lead a group of individuals including myself in fundraising, planning and building a large wooden Gazebo at a local park in my hometown on behalf of the parks and recreation department. It is important for the overall health and connectivity of the community. Past projects include parks, natural playgrounds, open space, community planning. multifamily developments. As an active person, I think recreation opportunities are important. Again, this ties back to the physical and social health of the community. It allows people to come together with common interests and create connections while being active. It gets children outside to explore nature and exercise their imaginations. Close In addition the the material previously submitted (which was done in haste I must admit), I would like to apprise the commission with the work accomplished, work pending, and challenges facing RPAB in the past year and going forward. First, with Caroline leaving and the time spent replacing her with Ms. Jadin (an admirably competent person) all work on the PROST plan was deferred for the past year. This plan is long overdue for an update and, I understand, it will receive priority in the next fiscal year. Frankly, the scope of the PROST update should significantly change should the park district be approved by the voters. Second, the first third of the year was taken up in significant part with the board reviewing the issues surrounding the approval and implementation of the park district. The board is now well versed in this issue and will be an asset to the city in educating the public on these issues before the vote in May. Third, I took it upon myself to visit as many parks as I could to assess deficiencies in service. As a result I engaged with staff and we are now implementing a plan to create a master index of park master plans, identify parks that do not have master plans, and criteria for updating existing plans. I initiated this project due to the delay of the PROST update. I believe the current board is up to the task of assisting staff and monitoring the implementation of a park district should the citizens of Bozeman so approve it. Finally, the board membership is in flux from retirements due to additional responsibilities for some (Ms. Gray becoming president of Gallatin Community College), health (Steve Schnee and Richard Shanahan) and members leaving the area (the two county representatives). I am a geographer currently working towards a PhD in Earth Sciences at MSU. In my broad training as a geographer I have taken courses in community planning and recreation which will provide useful context when serving on the RPAB. I completed my Master’s Degree in 2012 from the University of Victoria in Victoria, BC, Canada. My thesis project examined visitation levels, types of utilization and effectiveness of park accessibility, and infrastructure of a Community Park in Victoria, BC designed exclusively for senior citizens. Information was gathered regarding the participants’ general health, park awareness and use of the park, activity patterns, and health attitudes and beliefs. Over the course of this research I became familiar with the academic literature on recreation and public park spaces in a local community context. I also interviewed city government officials about the park planning process and recreational experts on the park’s layout, infrastructure, and appropriateness for the senior population it was meant to serve. These educational experiences are incredibly valuable and will assist me in a role on the RPAB. 311 I feel passionate about contributing to the community in which I reside. Bozeman is not just a stopping point during the course of my studies, it truly feels like and is home. As a citizen of Bozeman I feel it is my duty and privilege to serve in a civic capacity.
