Decision on City Manager Surratt’s Request to Terminate Employment Agreement on Thursday, December 12, 2019, and Authorize the Mayor to Sign an Interim Employment Agreement with Dennis Taylor to Serve as Interim City Manager Effective Thursday, December 12, 2019. Proposed employment agreement with Interim City Manager The proposed Interim Employment Agreement is identical to the previous interim employment agreement with Mr. Taylor (except for salary and vehicle allowance amounts) and includes the following: •Base pay will be the same per month as provided to the City’s current city manager ($13,459.29/month); •The interim city manager will have the functions and duties as provided in Section 3.04 of the Bozeman City Charter; •The interim city manager is a temporary employee; •The City will pay $569.99 per month for travel related expenses (same as currently provided to Ms. Surratt) and a $400.00 travel allowance for travel between Mr. Taylor’s home in Helena and his temporary residence in Bozeman. •The City will provide a housing allowance of up to $3,600 per month. Recommended Motion I move to authorize termination of City Manager Surratt’s employment agreement prior to the expiration of the required 90-day notice period with City Manager Surratt’s last day to be Thursday, December 12, 2019, and authorize the Mayor to sign an Interim Employment Agreement with Dennis Taylor to Serve as Interim City Manager beginning Thursday, December 12, 2019 conditioned upon successful completion of a background check. Overview of the 2017 City Manager Recruitment and Selection Process and Mayor’s Recommendations on 2020 Process. No motion required. 2017 City Manager Recruitment and Selection Process MEETING DATE AGENDA ITEM(S) 3/27/17 Discussion of next steps in city manager recruitment 4/20/17 Discuss City Manager characteristics & qualifications; direct staff to solicit search firms 5/3/17 Discussion of final draft of class specification; authorize interim city manager to select search firm; discussion of draft list of desired attributes, qualifications, etc. 5/18/17 Commission interviews of executive search firms 6/15/17 Work session with selected firm and finalize position profile; approve recruitment timelines 8/21/17 Determine list of semi-finalists (executive session) 9/7/17 Determine finalists (executive session) 9/26/17 Interviews with finalists (interview debriefs during executive session) 9/27/17 Final two candidates selected (executive session) 10/2/17 Final selection of City Manager; direct staff to negotiate employment agreement 10/9/17 City Manager employment agreement approved (consent) Confirm Class Specification for City Manager Position. Recommended motion: I move to confirm the class specification for the city manager position. Delegate to the Interim City Manager Selection of an Executive Recruitment Firm for the City Manager Recruitment. Recommended motions: I move to delegate to the interim city manager the authority to solicit proposals from executive recruitment firms, interview those who submit proposals, select a firm, and negotiate and enter into a professional services agreement with the selected firm. AND I move to request the interim city manager work with the selected firm to attend a meeting of the Commission on January 13, 2020 (or as soon as possible) to discuss the Commission’s desired attributes and characteristics of city manager, provide the Commission a city manager position profile, and discuss the recruitment timeline.
