SUBJECT: Task Order #4 to the Professional Services Agreement with Altitude Training
Associates, LLC for construction industry erosion, sediment, and pollution control training.

RECOMMENDATION: Authorize the Interim City Manager to sign Task Order #4 to the
Professional Services Agreement with Altitude Training Associates, LLC for construction
industry erosion, sediment, and pollution control training.
BACKGROUND: Staff provides erosion, sediment, and pollution control training for
construction professionals in order to: (1) improve industry compliance with local, state, and
federal stormwater regulations, (2) protect and improve river health, (3) mitigate construction-
related impacts to residents’ quality of life and safety, and (4) prevent premature municipal and
private storm sewer infrastructure failure. Training is one of many Stormwater Division
subprograms that facilitates City compliance with the Montana Department of Environmental
Quality’s Municipal Stormwater Discharge Permit.
Staff has contracted with Altitude Training Associates, LLC (Contractor) over the last three
years, who has provided ten training events, reaching over 350 industry professionals. The
Contractor’s work falls under the authority of an existing Professional Services Agreement
(PSA), which became effective March 21, 2017 and expires on March 21, 2020. Task Order #4
facilitates the continuation of training efforts by providing three distinct courses during the week
of March 16-20, 2020. Staff expects to train over 75 professionals.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the Commission.
FISCAL EFFECTS: The contract price for Task Order #4 is $8,000. Staff allocated $5,000 in
the Stormwater Division’s FY20 Operating Budget for this work and will recuperate over 50% of
the contract price by charging attendance fees. Recuperation brings the total cost in line with the
approved budget.

This Task Order is dated __________, 20__, between City of Bozeman (City) and Altitude Training
Associates, LLC. (Contractor).
Issued under the authority of the Professional Services Agreement between the City of Bozeman and
Altitude Training Associates, LLC. for: A range of construction site stormwater management trainings
tailored for industry professionals requested by the Stormwater Division through the issuance of individual
and consecutively numbered Task Orders on an as needed basis.
The following representatives have been designated for the work performed under this Task Order:

COMPENSATION:
The City shall reimburse the Contractor a lump sum of $8,000.00. The Contractor shall not invoice the City
more than once for services.
The provisions of the Professional Services Master Task Order Agreement, Addendum 1, and any Special
Terms and Conditions and Exhibits or Attachments to this Task Order shall govern the work.

Professional Services Agreement
Scope of Work and Budget for storm water classes 2020
Day 1 (classroom) – BMP 101 Introduction to Storm Water Management
Day 2 & 3 (classroom plus construction site field trip) – BMP 201 Certified *SWPPP
Administrator/Preparer
Day 4 – BMP 201R - SWPPP Administrator/Preparer Recertification
Altitude Training is an authorized training provider as required by the Montanan DEQ.
Students seeking recertification must have an original certification within 3 years of the
class date plus a 6 month grace period. During registration, the COB should ask students
wanting to enroll in the BMP 201R for their certification number. ATA maintains a data
base on the certifications so students wanting to enroll can be double checked.
Confirmed Dates for the Programs:
BMP 101 (1 day) – March 17, 2020
BMP 201 (2 days) – March 18 & 19, 2020
BMP 201R (1 day) – March 20, 2020
Altitude Training will provide:
The instructor (Scott Olson)
The computer laptop to deliver the classroom portions
Certificates of Completion sent directly to the students via email
Student materials for the programs (student manual and handouts)
Answer any questions prospective students may have regarding the programs.
The City is welcome to provide these students the instructors contact information.
Assistance to the City with securing a field trip site for the BMP 201 program.
Coordinate the participation of the DEQ if requested.
ATA will make its own travel arrangements.
The City of Bozeman will:
Provide adequate classroom space (venue) that includes a projector and screen
for computer connection and a flip chart or white board.
Register each student and provide ATA with a typed list of students including
phone number and email addresses so certificates of completion can be sent
directly to the students. For the BMP 2021R class, provide their certification
number.
Provide logistical support to the students such as confirmation emails, directions
to the venue, class flyer and notification of the PPE requirements for the BMP 201
class.

Secure the field trip site and accompanying SWPPP for the BMP 201 field trip. In
the event of poor weather precluding a field trip, in class activities such as case
studies to diagnose on slides will be prepared to cover the on-site inspection
procedures normally conducted in the field.
It is recommended the City participate in the program by delivering a presentation in
each class summarizing the storm water requirements in the City of Bozeman. ATA
will provide adequate time for these presentations in the morning of each program.
Class Logistics
ATA will need access to the training room one hour before the scheduled class time.
The training programs are expected to be conducted in Bozeman, MT at a venue
organized by the City.
The majority of the content will be delivered using slides. However, the SWPPP
Administrator/Preparer program has group and individual activities to supplement the
slides. In addition, this program has a field trip component in the afternoon of the
second day. This field trip is to a construction site to apply what has been learned in
the classroom to real-life field conditions. Field trip sites will need to be arranged in
advance so the ATA instructor has information about where the visits will take place.
In addition, the SWPPP for the site will need to be provided to the ATA instructor so it
can be duplicated and provided to the students.
Successful completion of the class requires all students to attend the entire program.
Students who leave early, come late, etc. will not receive certificates of completion.
Class start time is assumed to be 8am. An alternate start time may be requested.
Class ends each day between 4:30 and 5:00pm assuming a one hour lunch.
A test will be administered at the end (Day 2) of the SWPPP Administrator/Preparer
program. This test is part of the requirements for students to become certified. In
addition, students are required to participate in class as well as the group exercise,
review a SWPPP, complete a phasing table, and conduct a field inspection report
form.
ATA will need to know the required PPE for the site visits. ATA will provide its own
PPE.
Fixed Fee cost for the training programs (assumes the classes are delivered back
to back). Maximum number of students is 40 per class unless otherwise noted.
