ProjectScope TheBoulderCreekMasterParkPlaniscomprisedofthreemaincomponents:DedicatedPark areas,OpenSpaceareasandatrailnetwork.Theprimarypurposeofthisdocumentisto describetheinitiallevelofdevelopmentandmaintenanceoftheparksandtrails.  GuidingIdeas: x Provideconnectionsbetweenresidentialneighborhoodsandpark/openspaceareas. x Providevarietyinrecreationexperiencesandopportunities x Provideareasforpassiveandactiverecreation x Protectandretainnativeandnaturaldrainagecorridors x Minimizehardorimpervioussurface x Addresscurrentparklandneedswhilealsoallowingforfutureflexibilitytomeetthe needsoffutureresidents              BoulderCreekSubdivisionDecember2019 MasterParkPlan  3 Project:ParkDedicationRequirementsandPhasing   ThedevelopmentofparkandopenspacelandshasbeenplannedforonePhase.TheBoulder CreekParkwillbedevelopedaspartofPhase3.Withthistacticcompleteconnectionsandfinal improvementscanbemadewithoutdestroyingpreviousimprovements.SherwoodWayand AnnieStreethavetheirfinalconnectionsmadeandsidewalksandboulevardscanbecompleted andtiedinwithexistingparkfacilities.AllParklandwasdedicatedtotheCityofBozemanat FinalPlatofPhase1.  DedicatedParkland Dedicatedparklandwillmakeup2.9269acresoftheBoulderCreeksubdivision.Thefollowing sectionoutlinestheinstallationandmaintenanceofalldedicatedparkareasforFinalPlat filings.Theplanputsemphasisonopen,maintainedareasforpassiveandactiverecreation. Thereisanexistingplaygroundwithageappropriateequipmentatthepark.Plantingsalong thewatercourseshallbeappropriatetotheenvironmentandaredetailedonthe"Watercourse Plan"sheetprovidedbyVaughnEnvironmentalServicesandC&HEngineering.BoulderCreek Parkwillbeamixofmowedturflawnandnativegrassareas.Permanentirrigationwillprovide headͲtoͲheadcoverageforallturflawnareas.  ParklandAmenitiesandCommunityCenter ThemajorityofBoulderCreekParkwillbedevelopedinPhase3andwillconsistofmaintained turflawnforactiveandpassiverecreationaswellasnativegrassareas.Alargenumberof treeswillbeplantedtoprovideshadeduringwarmdays.Themaintenanceofthisparklandis detailedlaterinthisdocument.Ashortgravelpathwillconnectanewpaviliontothegravel paththatconnectsSherwoodWayandAbagailLane.Thepavilionwillbebuiltalongthelinear BoulderCreekSubdivisionDecember2019 MasterParkPlan  4 pathinordertoprovideconvenientparkamenitiesashortwalkingdistancefromtheBoulder CreekSubdivision.  TrailsontheeastsideofBaxterCreekwillconnecttheentiredevelopmentfromnorthtosouth. Majoreast/westconnectionswilloccuratSamanthaLane(twice),AnnieStreetandAbigailLane (twice).TotallengthoftrailstobeinstalledinParklandandinOpenSpaceadjacenttoPark landequal1,850linealfeet.  ParkingRequirement:Thenorthernparkisalineartrailcorridorandthereforeisexcludedfrom thefrontagerequirements.Thesouthparkisboundonthenorthandeastsidesbystormwater detentionandwetlandsrespectively.Streetfrontageisprovidedimmediatelyadjacenttothe westandsouthsidesoftheparkwithonͲstreetparkingavailableonthesouthside.Thesouth parkparcelis51,250squarefeetandhasfrontageon50%ofthefrontage.Thesouthpark parcelisalsoapartofalargerparkandopenspacecomponentofthedevelopmentthatis boundonallsidesbystreetsandorpedestrianaccesspertheintentoftheUDCsection 38.420.060.  FutureImprovements:Theinstallationofdogwastestations,additionalbenches,additional trashenclosuresandallotheramenitiesnotshownonL1.0wouldbetheresponsibilityofthe HOA,CityofBozemanorsuchotherentityestablishedatalaterdatetoconstructandbuild suchimprovements.  Financing:BoulderCreekPark,OpenSpaceandWatercourseimprovementswillhavemultiple installtimehorizons.Appropriatefinancialplanningandbondingwilloccurasrequestedbythe CityofBozeman.Costestimateshavebeenprovidedwiththissubmittal(Section5).  Construction:Anyandallsitework(includingtrails)mustbeprecededbyapreconstruction meetingwiththeCityofBozeman.Allplans,improvements,structuresandplantingsmustbe approvedbytheCitypriortoinstallation.BuildingPermitsarerequiredforanystructural improvements.AnydeviationfromtheParkMasterPlanmustbesubmittedtotheCityand approvedbeforeconstruction.  Vegetation Allvegetationshallbequalitynurserystockandconstructiondocumentswilldictatefurther specificationsandspeciesselection.Avarietyofspeciesshallbeselectedtoensurethatapest ordiseaseeventdoesnotdecimatetheentireproject.Trees,shrubsandherbaceousplantswill bechosenfortheirsize,hardinessandaestheticnature.Plantsusedwillberegionallynative and/oradaptedtotheextentpossible.   BoulderCreekSubdivisionDecember2019 MasterParkPlan  5 Trees AlltreesaresubjecttoapprovalbytheCityofBozeman.Treeselectionshouldbebasedonthe recommendedspecieslistprovidedbytheCityofBozeman.Treesizeandselectionshallbe variedinordertocreatevisualinterestandavariedgeneticpalette.  RecommendedTreeList ColoradoBlueSpruce TartarianMaple QuakingAspen AmericanLinden CommonHoneylocust DiscoveryElm AmericanElm  Shrubs Shrubsusedwithinthewatercoursesetbackwillbeusedtoenhancetheexistingnative vegetation,increasenativehabitatandprovideavariedvisualexperience.Plantswillbe chosenbasedonhardiness,aestheticqualityandsize.TheCityForesterwillapprovefinalplant selectionforallwoodyplantmaterial.  RecommendedShrubList AmurChokecherry AutumnBrillianceServiceberry   Grasses Herbaceousseedmixeswillbedictatedbytheconstructiondocuments.Ingeneral,turfareas willreceiveabluegrass/fescuemix,detentionareaswillbeseededwithamixtolerantofwet conditions.Allareasdisturbedbyconstructionwillbeproperlypreparedandseededwitha narrowspacingdrillseeder.Beforeseeding,thesoilshallbeloosenedtoaminimumdepthof sixinchesinordertoimproveinitialrootdevelopment.Lawnareasaretoreceivesixinches(6”) oftopsoilpreparedandscreenedsonodebrisandrockslargerthan1.5”arepresent.Oncesoil islaidandtilledasoiltestshallbeconductedtoverifyifamendmentisneeded.Thesoilwill notbecompactedinanymanner.Sufficientcompactionisreadilyachievedthroughthegrading processandnormalrainfall.Fertilizershouldbeappliedpriortoplantingtoinsurehealthyplant development.   RecommendedTurfGrassMix(DedicatedParklandandBoulevards) ABCLawnMixbyCircleSSeedsorapprovedalternatesuppliedbyLocalSodGrower(within50 milesofprojectsite).  RecommendedNativeGrassMix(DisturbedareasandWaterDetentionareas) BoulderCreekSubdivisionDecember2019 MasterParkPlan  6 AsspecifiedbyVaughnEnvironmentalServicesinthe"WatercoursePlan"document.  WatercourseSetbackPlantings Anyareadisturbedwithinthewatercoursesetbackshallbereclaimedwithnativeplant material.Areaofdisturbancewillbeassessedattimeofconstruction.Appropriateplantings willbedeterminedbyarestorationexpertandsubmittedtotheCityofBozemanforapproval beforeconstruction.PlanshavebeenprovidedbyC&HEngineeringandVaughnEnvironmental ServicesaspartofthePreliminaryPlatSubmittal.  Irrigation AllirrigationsystemswillbedesignedtomeetCityofBozemanrequirements. IrrigationsystemswillbecompatiblewithMaxicomsystems.Allwaterlinesshallbeschedule 40PVC.BlackPolypipeisunacceptable.Pipeshallbeinstalledataminimumdepthoftwelve (12)inches,mainlinesateighteeninchminimumdepth.Ifthisdepthisunachievable,theParks Divisionmustbeconsulted.Nostackingofirrigationlinesshallbepermitted.Four(4)inchesof sandshallbeplacedbeneathpipe,andfour(4)inchesofsandabovethepipe,to preventcompactionandsettling.Sprinklerheadswillbeinstalledonmanufacturedswingjoints (schedule80w/oͲrings).HeadstobeinstalledmustbeapprovedbytheParksDivisionandshall begeardriven,withinterchangeablenozzlesizes,unlessnotedotherwise,andshallbecapable ofproducingthespecifiedgpmandcoverageareaandshallbesettomanufacturers’ specifications.Electricallocatetapeshallbeinstalledalongalllines.Uponcompletionof installation,allwarrantyandmaintenanceinformation,aswellaswelllogsandpump warrantiesandinformation,ifapplicable,andan“asͲbuilt”mapshallbesuppliedtotheCityof BozemanParksDivisionandHOA. Soils AllsoilstobeusedonpublicparklandshallbeinspectedbyandmeettheapprovalofCityof BozemanParksDivisionStaffpriortoinstallationandshallmeettheminimumdepth requirementof6inches.Allrockinexcessof1.0inchindiametershallberemoved.Soiltests(a sieveanalysisandsoilanalysis)shallbeperformedpriortoplantingtodeterminethe classificationandtextureofthesoils,alongwithanynutrientdeficiencies.Theclassificationand texturewilldeterminewhatamendments,ifany,areneeded,whilethesoilanalysiswillhelp correctanynutrientproblemswithapreͲplantfertilization. *GuidelinesforsoilsͲThesoilwillbedeemedacceptableif:itislessthan35%clayandless than70%sand,and70%silt.Phmustnotexceed8.4.Thesoilwillbescreenedat1”minusfor rocksanddebris;topsoildepthwillbeatleast6inches.Thesubbase,aftergrading,willbe scarifiedtoadepthoftwelveinchestoinsuredrainagethroughouttheprofile. Amendmentsmayvarydependingonexistingsoils,butwillgenerallyconsistof60%coarse sand(generallyconcretesand),20%organics(C:Nratiobelow30)and20%approvednative soil.Soilswillbemixed,priortoinstallation,withascreener/mixermachine,orappliedin BoulderCreekSubdivisionDecember2019 MasterParkPlan  7 layersonsiteandmixedthoroughlywithadeeprototiller.Depthofamendedsoilwillbea minimumofsix(6)inches.Therewillbenocompactionfollowingthegradingprocess.Fertilizer, andtherateatwhichitwillbeapplied,shouldbedictatedbythesoiltestreport.  Playgrounds PlaygroundsshallbeinstalledonParklandmanagedbytheHOA/CityofBozeman.All playgroundsmustbeapprovedbyaCertifiedPlaygroundSafetyInspector(CPSI)andmeet ASTMF1487Ͳ01,CPSCandADAguidelinesandspecifications.Playgroundsshallbeage appropriate,forareaserved,andbesignedaccordingly.Thereshallbeanadequateusezone areaaroundequipment,approvedmaterialinusezone,whichmeetsimpactattenuation criteriaasspecifiedinASTM1292,andadequatedrainage.Allinstallationplans,materialslist, constructionguidelines,maintenanceinformationandmanufacturer’snameshallbesupplied totheHOA/CityofBozeman’sParksDivision,uponcompletionofplaygroundinstallation.All workwillbeoverseenandapprovedbyaCPSI.Nowoodenstructureswillbeapproved.  TheexistingplaystructureatBoulderCreekSubdivisionhasbeenpreliminarilyapprovedbythe CityofBozeman.Inspectionwasconductedduringwintermonthsandsothelandzone conditionshavenotbeenassessed.Additionalinspectionisrequiredaftersnowmeltwhen safetyconditionscanbeassessed.TheCitywilldetermineatthattimewhetheradditional landingzonematerialisneeded.  Trails ClassIITrailsshallbeaminimumof72inchesinwidth.Trailbedmustbeexcavatedaminimum of6inchesdeep,priortoinstallationoftreadmix.Allexistingorganicmaterialshallbe completelyremovedfromtheproposedtraillocationandsubgradesterilized.Treadmixshall beinstalledintwoparts.Thefirst3Ͳinchliftshallbeof¾”Roadmix,compacted,andthenthe top3inchesof3/8thinchminuscrushedgravel(naturalfines).Naturalfinesusedforthese trailsshallconsistof80%sand,10%siltand10%clay.Ifthematerialfallsoutsideofthese parameters,theCityofBozemanParksDivisionsmustbeconsultedforapprovalor modification.Ifthenaturalfinestreadmixdoesnotcontainenoughclayorsiltbinder, additionalbindermustbemixedin.Alternativesoilstabilizerproductsareacceptablebutmust beapprovedbytheCityofBozemanParksDivision.Trailbedmustbefilleduptooriginal surfacealongbothedgeswithacrossslopeof2%crossslopetoprovideforwaterdrainageand meetADArequirements.Treadmixmustberolledflatandcompactedafterinstallation, maintaininga2%crossslope.(Ifmoisturecontentisnotadequateforcompaction,water shouldbeaddedpriortorollingandcompacting).Whereterrainallows,slopeoftrailshouldnot exceed20:1withacrossslopenogreaterthan50:1(2%)toprovideforADAaccessibility.All damagetosurroundingfeaturesand/orvegetationshallbereclaimedimmediately. Encroachingweeds,duetotrailconstruction,shallbetreatedandcontrolledforaminimumof 2yearsaftertrailsectioniscompleted.Minimumoverheadclearanceshallbe96"for pedestrianandbiketraffic,and120"forequestriantraffic. BoulderCreekSubdivisionDecember2019 MasterParkPlan  8  Maintenance  ResponsibleParty TheAssociationshallberesponsibleforliabilityinsurance,localtaxesandmaintenanceof recreationandotherfacilitiesinthecommonspaceareas.TheassessmentsleviedbytheBoard forthemaintenance,upkeep,repairandoperationofcommonareaslikeallotherassessments, becomealienoneachlotwithintheBoulderCreek.TheBoardmay,initsdiscretion,adjustthe assessmentstomeetthechangingneedsofthecommunityandtheareasservingthe community.  TheAssociationshallenterintoanannualcontractwithacertifiedlandscapenurserypersonfor upkeepandmaintenance.TheAssociationwillberesponsibleforparkmaintenanceuntilsuch timeaCityͲwideParkMaintenanceDistrictiscreated.TheAssociationshallalsoberesponsible forthemaintenanceofallcommonproperties,pathsandtrails,facilities,centers,andadjacent sidewalksand/orlandscapinginstreetboulevards.  TheDeclarantwillberesponsibleformaintainingpathways,openspaceandparklanduntil50 percentofthelotsaresold.Atsuchtime,theAssociationwilltakeovermaintenance.  Maintenancewillincludethefollowingaswellascareandreplacementofplayground equipment(CPSIapproved)and/orsitefurnishings,replacementofdoggiepickͲupbagsand emptyingofrefusecontainers.Anyandallworkand/orparkfixturesmustmeetstandardsset bytheCityParksDivision. TreesandShrubs Acontractorwillbehiredtoperformparkmaintenance.Maintenancedutiestobeperformed willconsistofspringandfallcleanup,routinemowing,lawnpatching,careandreplacementof deadtreesand/orshrubs.Alltreetrimmingandpruningmustbeperformedbyacertified arboristasoutlinedinCityOrdinance12.30.040incoordinationwithForestryDivision.Alltrees onpublicpropertyaresubjecttoCityofBozemanpermitsandordinances.  Trails Naturalfinestrailswillnotbeplowed.Thesetrailswillbeinspectedregularlyandreceive routinepatchingandsurfacemaintenancetopreventerosionorunsafeconditions.Weedson thetrailswellbecontrolledfollowingCityofBozemanstandards,setbytheCityParksDivision, andusingindustrystandardsoraspartoftheweedcontrolplandescribedinthisdocument.  TurfCare Nativegrassareasshouldbemowed1Ͳ2timesperyeardependentonrainfalllevels.Thefirst mowingshouldoccurattheendofMay,andthesecondtimeshouldtakeplacearoundmidͲ BoulderCreekSubdivisionDecember2019 MasterParkPlan  9 July,withthefinalmowinginmidͲOctober.Verifymaintenanceneedsandschedulewith VaughnEnvironmentalServices.  Kentuckybluegrassareasshouldbemaintainedbetween2"Ͳ41/2"andshouldreceive approximately12"waterbetweenJune1standlateSeptember.Thistranslatestoabout1" waterperweekforlawnareas.Mowingwillnotbedoneduringextremelywetperiodsorwhen subͲgradeissaturatedorwithstandingwater.Establishedlawnsmayreceiveadeep,butless frequentwateringinordertoconserveandnotoverwater.  NoxiousWeedControl AweedcontrolprogramwillbedevelopedthatconformstotherequirementsoftheCityof Bozeman,GallatinCountyWeedControlBoardSupervisorandNRCS.Thisprogramwillconsist ofanannualvisitinJunetospotspraywherenecessary,includingtrailsandsidewalks.Weeds willbesprayedbyalicensedcontractor,accordingtoindustryandlocalstandards,onaregular basis,usingappropriateapplicationsandproducts.Theutmostcarewillbetakentoprotect watersources,parkusersandadjacentpropertyowners.TheCityofBozemanshallbenotified ofanyandallapplicationsofpesticidesand/orherbicideonpubliclands.Signsshallbeposted priortoapplicationinappropriateandnoticeablelocationsidentifyingtheproductappliedand thedateapplied.Signswillremaininplaceforaminimumoftwodaysaftertreatment. RecordsshallbemaintainedinaccordancewithStateofMontanaPesticideAct,Administrative Rule4.10.207andcopiessubmittedtotheCityofBozemanParksDivision.  Fertilization Fertilizationshouldbeminimizedtopreventunnecessarilyhighamountsofnutrientsrunning offintostreamsandwetlandsonandoffthesite.Nofertilizershouldbeappliedwithin50ftof streamsorwetlandstofurtherminimizethepotentialforcontaminationthroughrunͲoff.Trees andshrubsinsidethe50ftbuffershouldbemonitoredandiffertilizationisnecessary,capsule fertilizershouldbeused.  Lawnsshouldbefertilizedonceinspringwitha24Ͳ4Ͳ24blendafterthelastfrostandwitha21Ͳ 3Ͳ21inmidtolatesummer.Itisrecommendedthatslowreleasefertilizerbeusedtoprevent excessiveshootgrowthandtoprovideturfnutritionoveranextendedperiodoftime.Lawns shouldbefertilizedaccordingtomanufacturerstandards.Annualsoiltestshouldbeperformed tochecknutrientlevelsanddeterminewhetherchangesarenecessary.  Outsidethe50ftbuffer,shadetreesshouldbefertilizedinAprilwitha16Ͳ10Ͳ9blendplusiron andzinc.Othertreesshouldbefertilizedwithfoodspikes,butnofertilizationofwoody vegetationshouldoccurpastmidͲJuly.Treesunderoneyearoldshouldnotbefertilized.  EvergreensshouldbeprunedasnecessaryinJuneandshadetreepruningshouldbedonein April,exceptforbirches.BirchesshouldbeprunedinmidͲJuly.Alltreesshouldbecontinually BoulderCreekSubdivisionDecember2019 MasterParkPlan   10 monitoredforpestsanddiseasesthroughoutthegrowingseason.Woodyvegetationshouldbe deepwateredrightbeforethegroundfreezes.  SnowandLeafRemoval Snowremovalwillbeprovidedwithintheparkbyasnowremovalserviceretainedbythe NeighborhoodAssociation.Sidewalksmustbeclearedwithin24hoursaftertheendofa snowfalleventperBozemanOrdinance1529.TheHomeowner’sAssociationwillbe responsibleforclearingsnowonsidewalks,onwalksadjacenttoParksandOpenSpacesand theSouth19thboulevard;nosnowremovalwillbeperformedonthenaturalfinestrails.Leaf removalwillbeprovidedmostlikelybyalandscapecontractororhandymanservice,as retainedbytheNeighborhoodAssociation.  PlaygroundInspection Playgroundinspectionshouldbeperformedonanannualbasisbyanindependentcontractor certifiedasaNationalCertifiedPlaygroundSafetyInspector.Theinspectorsshallsubmita reporttotheCityofBozemanParksandRecreationDepartment.TheNeighborhood Associationisresponsibleforhiringtheindependentcontractor.  IrrigationSystem TheirrigationsystemshouldbechargedinApril,afterthegroundthawsandplantsstart growing.Themanualdrainvalvesshouldbeturnedtotheclosedpositionandwellpump powerswitchturnedon.Thecontrollershouldbeprogrammedfortheanticipatedwater requirementsforthecurrentmonth.Allheadsshouldbecheckedforbreakageandproper coverageandcheckedonamonthlybasisfornecessaryadjustments.Dripemittersshouldbe periodicallycheckedandtheentiresystemshouldberegularlymonitoredforlinebreaks,head breakageandvandalism.  Headreplacementshouldbedonewiththesamebrandtoensureefficientcoverageforthe shallworkingpressureanddispersalatanequalprecipitationrate.Theheightofheadsshould becheckedtoavoiddamagefrommowersormaintenanceequipment.  WinterizationshouldtakeplaceduringthelastweekofOctober.Powertothewellpump shouldbeshutoffandallmanualdrainvalvesopened.Toflushoutthelines,ahighͲpowerair pumpshallbeconnectedtothequickcouplervalvesandairshouldberunthroughthesystem. Eachvalvezoneshouldbeopenedandcloseduntilallwateriscompletelyflushedout,thenthe controllershouldbeturnedoffandwaterleftoffuntilspring.Anynecessarywateringduring thewintermonthsshouldbedonewithatanktopreventdamagetotheirrigationsystem.  AnimalControl Petsshouldbeleashedatalltimeswhileintheparksandopenspaceandresidentsmustclean upaftertheirpets.Ifrodentsbecomeaproblemwithregardstodamagingplantmaterialor BoulderCreekSubdivisionDecember2019 MasterParkPlan   11 posingahealthrisktoresidentsorpets,rodentcontrolshouldbeutilized.However,nopoison ispermittedonwithinparklandoropenspaceareas.  Refuse Refusewithintheparksandopenspacewillbecollectedweeklybyaserviceretainedbythe NeighborhoodAssociationorthepartyresponsibleformaintenance.
