Addi is correct. The applicant should keep correspondence regarding the current application to the
staff liaison (Addi Jadin). The liaison will include Marilee Brown’s email in the packet materials to the
committee which will be available to the public. Ralph Zimmer’s email will be included in the packet
as well as public comment. Committee will continue application review at the stated public meeting
and proceed with step two in the evaluation process as stated in the adopted procedures. Thank
you all for helping to keep the process open, organized and fair.

Thanks, Doug, for keeping us all in the loop. I will include this and all correspondence to the group in
the next meeting packet which is due the Friday before the next meeting.
Ralph and Marilee, I apologize if this timing was not satisfactory to you. It may have been overly
cautious to suggest I had to send it with the next committee packet, but since I'm not completely
well versed in public meeting laws, I felt more comfortable relying on the process used for hearings
with the commission.
Again, I'm not an expert, but I would recommend that committee members refrain from discussing
the proposal outside of the public meeting. Any formal correspondence I receive on the application
will go out with the packet so it is part of the public record.

Thank you for the informative emails, and of course for your work on the Frontage Pathway. I am
cc’ing this email chain along to the whole TOP Committee plus related City Staff so they can have
them in hand as we prepare for the next meeting. I feel the same urgency as you to move forward
on the Frontage Path – it is such a critical piece of trail to address a major safety issue for cyclists and
walkers.
I understand TOP will be getting another trail project proposal in so I also share your wish for more
available funding. As I mentioned at the last TOP meeting, it seems to me there may be some
possibility of the City Wastewater Funds building the west portion of the trail in front of their
facilities. I know the City wants to hold itself to the same requirements as private developers, so
with the impetus from your proposal, possibly they will re-consider using wastewater revenues to
build the trail in front of their project. Commissioner Krause, planner Saunders, and Mitch Overton
who I have cc’d may have some more insight into that possibility.
I hope you and Gloria have a great time in Kansas City. Say hi to Anna for me.

Doug,
You and I were both at the TOP committee meeting on November 15. Even though my vision
would make it very difficult to recognize you by sight, I would have liked to have spoken with you
and at least say "Hi!". However, I had to rush out of the TOP meeting and get to the airport because
my wife Gloria and I were catching a noonish flight to Kansas City to visit our daughter Anna and
listen to one of her sons perform in a concert of the Kansas City Youth Orchestra.
I apologize that our rush to the airport prevented me from speaking to you. Hopefully we can
rectify this at the TOP meeting on December 10.
Below is an email Marilee Brown, GAP Chairperson, sent Don Beeman, Mitch Overton, and Addi
Jadin concerning GAP's proposal for TOP funding to help build a portion of the proposed frontage
road separated shared-use path.
She was obviously hoping the email would be forwarded to all the members of the TOP
committee but didn't do it herself. In chatting with her Monday afternoon, I asked her why she
didn't send it herself to all the committee members. She said she didn't have all the email addresses
but "licensed" me to send it to any committee members I wished.
I have now obtained your email address, so you are a lucky winner!! Feel free to distribute
Marilee's message to others if you so wish.
Gloria and I flew yesterday afternoon to Vancouver WA where we are spending Thanksgiving
with our son Kurt and his family. I wish you a happy Thanksgiving!

It was a pleasure for us to present our Frontage Pathway project to the TOP Committee
meeting on November 15. We were deeply gratified and excited by the results of your
rough cut, awarding us a score of over 7.5.
I don’t know about you, but we were surprised and dismayed to learn how little
TOP funding remains. In the best of all worlds, we want all pending projects to be built.
Unfortunately, because our project is on the edge of town near the Bridgers (as the
original resolution called for), we do not have access to other sources of City funding
that projects located more in the center of town have access to.
Therefore we want to assure you and the committee that we are committed to raising
50% (or more if requested) of funding from other sources to construct a safe passage.
We note that on the previous 6 projects, the City allocated/awarded funding for
approximately 76%, 85%, 78%, 54%, 13.5%, and 88% of total projected costs. We are
prepared to procure needed funding once the City has declared its support for the
project.
Because of weather constraints, your committee wisely decided to do individual site
visits yourselves and broke from the guidelines that suggest that the applicant be
present for such visits. We understand completely. But we also wanted you to know
that we are available to meet any of you on site or answer questions over the phone or
by email.
If any of you have visited the Nelson Meadows site, you probably have seen that the
pathway has been started and the bridge footings have already been poured. Next
summer, cyclists and pedestrians will be using the path and traveling to the east with
no safe place to go. Because of the safety issue, we feel that now is the best time to
build the path.
We would very much appreciate an opportunity at the upcoming meeting on
December 10th to address any of your questions and concerns, both verbally and
visually.
Thank you for considering our project on its own merits. We appreciate your
thoughtfulness.
