Community Housing Advisory Board Memorandum
REPORT TO: Chair Thane and Board Members

SUBJECT: Discussion of the citizen proposed rental program including administration and funding.
MEETING DATE: December 11, 2019
AGENDA ITEM TYPE: Action RECOMMENDATION: Continued research is needed to include a review of best practices
and possible program overlap with established federal and state efforts. Detailed fiscal and
staffing analysis would be needed before presentation to the City Commission. Specific efforts on this program have not been identified within the Community Housing Action Plan adopted by the City Commission. Direction from City Management and the City Commission is needed before significant staff time is expended on this effort.
SUGGESTED MOTION: Having reviewed and discussed the citizen proposed rental program, the CAHAB requests that the City Manager direct staff to draft a formal proposal to be submitted for inclusion and discussion at a future City Commission Meeting.

our community's quality of life as it grows and changes, honoring our sense of place and the "Bozeman feel" as we plan for a livable, affordable, more connected city.” The City Commission has identified Affordable Housing as one of its five priorities for 2019 and specifically mandates the creation of affordable housing across all dwelling unit types
REVIEW ISSUES: It is important to understand the administration that would be
involved in a rental program as proposed. The program would necessitate the inspection of rental
units and the monitoring of lease terms. Not all rentals are comparable and the number of
bedrooms is not always the best comparable element. The location, convenience and condition of
a unit could differ between units yet ‘market rent’ would need to be a fixed amount. As rental
tenants tend to be a more transient population the reporting and management due to turn-over
could require additional staff capacity.
FISCAL EFFECTS: The proposed program would have financial impacts from increased administrative tasks as well as the real costs incurred from subsidy payments. As an
example, the cost of providing subsidies for just 15 units would be approximately $40,000 per
