Annual Ethics Training 2019 – Loren Olsen (60 minutes) Affordable Housing Coordinator Olsen presented the required 2019 Ethics Training for the CAHAB members. Action Items 1. 09:01:26 AM (01:01:04) Community Housing Action Plan Consider a motion to support the Action Plan and the partnership framework. • Memo to support the Action Plan 09:05:45 AM (01:05:23) MOTION For CAHAB to send the memo of support of the Action Plan to the City Commission: Steve Wheeler 09:05:47 AM (01:05:25) MOTION SECONDED: David Magistrelli 09:06:02 AM (01:05:40) VOTE: Motion Carried 6-0. • Bozeman Community Housing Action Plan 09:06:27 AM (01:06:05) Board members discussed the Bozeman Community Housing Action Plan. Board Member Stratton commented on the term “below market housing” as written in the Plan. He desires that the Plan have a better definition of the term. The Board discussed that it would be preferred for Mr. Stratton to take his concern of the definition to the City Commission as a member of his profession and not as a CAHAB member. Members also discussion the usage of acronyms and are overused in the writing for the public. Especially the acronym AMI (Area Median Income). 2. Funding Provided to HRDC for the proposed Warming Center Consider a motion to recommend the City Commission approve funding from the Workforce Housing Fund to support fire and life safety improvements at the proposed warming center. Item removed from agenda. H. FYI/Discussion 1. 09:16:21 AM (01:15:59) Timber Ridge Senior Housing - LIHTC (Olsen) Mr. Olsen gave an overview of a meeting with the Montana Board of Housing and the availability of low income tax credit funds from the State. The State chose Timber Ridge Senior Housing as a recipient of some of these tax credit funds from the State for 40 units of senior living housing. 2. 09:18:25 AM (01:18:03) Recruitment for a Low or Moderate Income Representative on CAHAB (Cunningham) Commissioner Cunningham gave an overview of recruitment efforts by the City to get a pool of candidates for the Low or Moderate Income representative on CAHAB. 3. Additional Items of Note: • 09:20:47 AM (01:20:25) Discussion on the proposal from Greg Stratton on using Affordable Housing Funds to subsidize rental units. Board member Stratton presented an overview of his proposal and the possibility of using City Affordable Housing Funds to apply to rental units not just home purchases. Commissioner Cunningham described the steps that are required in presenting spending issues to the City Commission, which includes a Staff Report and recommendation from the Board. Topic to be an Action item on the next CAHAB meeting. • 09:39:01 AM (01:38:39) Steve Wheeler attended the SymBozium on Affordable Housing at MSU. He stated it was good to hear a global view of the problem and see a different light of the issues besides what is happening in Bozeman.
