RECOMMENDED MOTION: I move to appoint one member to the Low or Moderate Income
Person Position on the Community Affordable Housing Advisory Board (CAHAB) with a term
ending June 30, 2020.
BACKGROUND: The CAHAB currently has one available position. Four new applications have
been received.
The CAHAB was created under Commission Resolution No. 3056, superseded by Commission
Resolution No. 3540 adopted on September 16, 2002, and again superseded by Commission
Resolution No. 4948 adopted on August 13, 2018. On February 25, 2019, the City Commission
adopted Resolution 5023 whereby a representative of HRDC nominated by the HRDC’s Board
of Directors or by HRDC’s Chief Executive Officer, shall be confirmed by the Bozeman City
Commission. The HRDC representative shall serve a term of three (3) years as a non-voting ex-
officio member of the CAHAB.
The purpose of the CAHAB is to provide recommendations to the Commission on requests for
expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community
Housing Fund (which is funded through the City's General Fund); to advise the Commission on
affordable housing needs, issues, policies, and regulations; to work with the City and other groups
to formulate programs and projects for meeting Bozeman's affordable housing needs; and to
advise the Commission on affordable housing plans for annexations and any related development
proposals.

The Board is comprised of seven members, and one non-voting ex-officio member, serving
staggered three-year terms, with terms to end on June 30 of each year. Members must be of legal
age, and a majority of the members shall be residents of the city. Non-resident members must
have a tangible connection with the City by virtue of working in the city or owning property in
the city. Members must represent the following:
(1) real estate financing / sales
(2) construction industry
(3) organization supporting the availability of low- and moderate-income housing
(4) organization providing services to low- and moderate-income persons
(5) member of the public certifying that he or she is a low or moderate-income person as
defined by the City's affordable housing policy
(6) citizen with demonstrated interest in special needs housing
(7) community member at-large
(8) HRDC representative
This Board currently has one vacancy. The City Clerk’s Office has received four
applications, with their relevant qualifications indicated below.

Currently I am a graduate student enrolled in a Master's program in Community Health at MSU. I am deeply
interested in the housing insecurity that plagues the low/moderate income citizens of Bozeman. Becoming
a member of Amplify Montana Speaker's Bureau gave me the opportunity to not only come to know fellow
Bozeman residents who struggle with housing and food insecurity, but to also network with those in
leadership in our city that have the ability to create change that will improve the lives of the residents of
Bozeman.
Personally, my family was homeless when we first moved to Bozeman in 2012 unable to find adequate
affordable housing. That experience and the continued struggles I have faced since my divorce and
subsequent issues as a single mother give me the empathy and compassion to represent the low/moderate
income residents of Bozeman.

As a beneficiary of the City of Bozeman Affordable Housing Ordinance, I am uniquely qualified to give
feedback on current policies as well as future proposals. Over the past several years, I've seen housing-
related anxiety grow in our community. From the desperate emails to the Bozeman nonprofit email lists
searching for affordable rentals to MSU students who think staying in Bozeman after graduation is a pipe
dream, the housing crunch has certainly reached a peak. However, I believe that the Bozeman community
has the ability to turn it around. We have the resources, ideas, and determination we need to solve this
problem. It won't be easy, but if we come together as a community, it's possible.

I moved to Bozeman from NYC, and come from Canada where I have always had an interest in supporting
the community in various capacities, specifically children, seniors housing, poverty and homelessness. I
have worked alongside the Canadian version of HRDC in Ottawa, Ontario where I lived for 10 years before
moving to the US, (legally). As someone coming from a middle income home, and one who is now
considered lower income due to the kinds of circumstances individuals who are affected by the policies,
strategies and approaches the Advisory Board addresses, I feel that my knowledge and experience living
and working in Canada and the US support the work the Board does on many levels. I have contributed to
numerous boards in the community, providing recommendations that are practical and pragmatic with the
ability to see the full picture and how it affects all stakeholders. Now, as I sit on the other side in the
community where I am searching diligently and in need of affordable housing for my daughter and I, trying
to understand the strategies, regulations and policies in place and how they best serve the community, city
and employers, I lend a special lens and perspective to the conversation. I am analytical, pragmatic,
practical, and a natural leader who is solution focused - based on the long term wellness of our community
vs what can work right now.

I recently graduated from the training for the Amplify Montana Speakers Bureau. I have already attended a
couple of events with them in order to add my voice to make changes to better our community, and be a
voice for those who don't have any. I have lived in different states and dealt with housing issues in all of
