RECOMMENDED MOTION: I move to appoint up to two members to the Bozeman Parking Commission with one term ending June 30, 2022 and one term ending June 30, 2023.
BACKGROUND: The Bozeman Parking Commission has two vacant positions - one with a term
ending June 30, 2022, and one with a term ending June 30, 2023. Three new applications have been received.
The Bozeman Parking Commission is responsible for managing and regulating public parking
in the City's Parking Districts to best serve the needs of its customers: businesses, residents,
employees, and visitors. The public parking garage in the city center is also under their authority. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission
Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by
Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and
Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005. The Parking Commission is a seven-member administrative board and also advises the
Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory
provisions, members of the board are appointed by the Mayor, with the approval of the
Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control.
The Parking Commission currently has two vacancies. The City Clerk’s Office has received

I am a Bozeman native and returned home 13 years ago after leaving Bozeman for graduate school and my
early career. As someone who has seen Bozeman grow over 40+ years and as a geographer and
socioeconomic researcher, I believe my experience provides a solid background for the Parking
Commission.
My interest in the Parking Commission stems from being a bit of a transportation geek. I believe that our
transportation infrastructure is critical to the culture, environmental impact, and economic development of
our community and that smart transportation planning is one of the most important ways we can shape
our community.
Currently I am Policy Director at Headwaters Economics, a Bozeman-based nonprofit research organization
that works to improve community development and land management decisions. Our work includes
economic development research and analyzing complex socioeconomic data. My analytic skills and
understanding of local government policy are directly relevant for the work of the Parking Commission.
Previously, I spent a decade as Associate Director at the Gallatin Valley Land Trust where I helped create
trails and conserve open space. In addition to giving me an intimate knowledge of Bozeman’s trails and

multimodal transportation network, my time with GVLT gave me experience working with city and county
advisory boards and working with community leaders and stakeholders to prioritize actions and implement
strategic plans. I also led the campaign for Bozeman’s 2012 Trails, Open Space, and Parks Bond.
I commute to work and around town by bicycle, Streamline bus, and car, and frequently travel downtown. I
live on the northwest side of Bozeman with my husband, who is a mental health therapist, and my two
elementary-aged daughters. I am also currently a board member and previous treasurer of the Friends of
the Bozeman Public Library.
I would be honored to serve our community on the Parking Commission. Thank you for your consideration.

have travelled extensively and lived abroad gaining many insights into how different communities function
and operate, paying particular attention to transportation issues and solutions.
I recently gave a PechaKucha presentation at the Ellen Theater on traffic, parking, and public transportation
in Bozeman as a passion project. I was approached by Ben Bennett and Carson Taylor who recommended I
