MINUTES
Thursday, June 13, 2019 – 4:30 PM to 6:00 PM
City Hall, Commission Room, 121 N Rouse Ave
Attending: Jennifer Rockne (SCAN), Kathy Powell (UNA), David Steinmuller (The Knolls), Gail MacMillan
(MSU Liaison), Beryl Irick (Cooper Park), Joe Genovese (NHVN), Paul House (NENA), Laurie McKinney
(MarLin), Megan Stageman (MarLin), Cynthia Evans (BCNA), Tanya Andreasen (Neighborhood
Coordinator)
A. Call to Order:
Jennifer Rockne called the meeting to order.
B. Changes to the Agenda:
There were no proposed changes
C. Public Comment:
There was no public comment.
D. Approve Minutes of May 9, 2019:
Changes – The spelling of Cynthia Evans’ name from Evens to Evans. Joe moved to adopt
minutes as submitted. David Steinmuller seconded the motion. The motion carried
unanimously.
E. Neighborhoods PD Update – Marek Zeigler, Community Resource Officer:
Officer Zeigler cited the Bozeman Police Department’s annual report, 2018. Bozeman has the
lowest crime rate in all major cities in Montana. Calls for service are up – 50,000 calls/year.
Veteran’s Court set up for handling special needs of veterans. There have been 2 graduates
of the program so far. Different stages, schedules, accountabilities for veterans’ check in.
Tiers of behavior, rewards and move up the levels. Every Tuesday am veterans’ court.
Coffee with a cop is next week. Albertson’s Starbucks Thur 9-11am. (6/20?) July 17th bike
safety rodeo for kids, 9a – 12 @ the mall. Don’t know about helmets, other swag available.
Unused/unclaimed bikes – not at this event. Bikes donated to the Bike Kitchen. Break-ins @
trailheads, they caught one culprit. Recommendation is to not leave belongings in vehicles.
F. Elections.
Tonight is the election of INC officers for the coming year. Bob Wall emailed that he’d be
willing to stay on as Secretary. Jennifer Rockne agreed to continue as President. Kathy
Powell also agreed to remain in office as Vice President. Jennifer Rockne asked what
questions people might have about being officers, and encouraged participation to get fresh
views and ideas. There were no new nominations. Joe Genovese moved current officers be
re-elected. Paul House seconded. Laurie McKinney asked how much time being an officer
takes. Jennifer Rockne said time to run meetings takes about an hour a week, except for
state of the neighborhoods, occasional executive committee meetings and meet w/ Tanya
as needed. Also time to set up the annual retreat. Bob does the minutes. Executive
committee meets occasionally.
Officers were elected unanimously: Jennifer Rockne, President; Kathy Powell, Vice
President; Bob Wall, Secretary.
G. Neighborhood Associations – 30 Second Round Robin Updates!
Laurie McKinney (MarLin) – Due to the collapse of Bogert Pavilion, the farmers’ market has
been moved to Lindley. They never notified the neighborhood or the city. Trying to figure out
the impact. City parking and police talk about enforcement. Starts next week. (Megan)
Construction zooming thru the neighborhood. Would be nice to have a stop.
Cooper Park – Beryl had their annual meeting.
3Paul House (NENA): Bringing back parade of sheds this fall. Got grant to bring in “what like
about neighborhood” take a pic of something and submit. Photo exhibit this summer @ Tin.
Group going to Chris Saunders and Phil Gonazlez, use images and writing, use to submit as
public comment for the design guidelines for the NCOD. Grant $ from the exhibition group,
Simkins, neighborhoods program.
David Steinmuller (The Knolls) – The neighborhood held the annual mtg May 22nd. BPD came
to their neighborhood – 22 reports of incidents.
Joe Genovese (NHVN) – . Street closed, paving is done, but notice is for street to be closed until
Aug. MDT is in control; they’ll open if it’s ready early. Cleaning the drains, flooding from today’s
storm. Drains are backing up. Drains need cleaning or replacing. Question – ambulance access.
Yes, they come in alternate. Ambulances using Haggerty/Ellis, Kagy. Cypress – traffic dangerous
due to detours and road closures.
Cynthia Evans (BCNA): No updates. Trees were planted near and in Langhor Gardens and a few
peopled adopted storm drains.
Kathy (UNA): Parking permits – concerned about visitor parking, onerous fees/regulations.
Conv w/ MSU admin. Parking permit concept – mtgs. PPD. Block party last Sunday in July. Got
a new tree – MSU moved a tree so 9-10 new trees in the neighborhood recently.
Jennifer Rockne (SCAN): Steering committee to train 2 new members. Social – combined,
maybe 4 diff block parties @ the same time. Traffic – Black Olive & Tracy closed, lots of danger
to pedestrians, more traffic. Corridor – Story to Olive – a lot chaos. Tanya – what can we do?
Laurie – a detour sign would be helpful. Black to Story, have to get on Tracy… Also Tracy &
Mendenhall & Olive.
H. Commission Liaison Update:
Commissioner Terry Cunningham was not in attendance; item moved item to later in the
agenda.
I. Neighborhoods Program Update – Tanya Andreasen.
Adopt a drain program. Be in charge of keeping it clean. Frank Greenhill. Tanya encouraged
people to adopt a drain.
It’s City budget season. Open houses scheduled Jun 19th 12:30-1:30pm Bzn lib conf room. Jun
20th 5:30-6:30pm in city hall mtg room. Open houses set so people can get their questions
answered without having to attend the city comm mtg.
J. Commission Liaison Update - Terry Cunningham.
Trees on Mason & Tracy as well as an infiltration garden installation. Water goes through the
garden. Similar projects going in around town. In middle of budget season, city manager is
meeting with the city departments, requesting additional personnel (33 FTE), $.5 mil requests,
will submit initial budget to the City Commission. Budget considerations include rules about mils
that can be charged. Tax increment, segments of the budget. Commission meetings until the
24th will be budget mtgs. New FY July 1. Jun 24th will be the mtg to find out about budget.
Joe asked if there is any way to look @ construction, new bldgs. to coordinate street closures.
Terry explained it’s a very short building season. Constricted time, and a lot of projects. So
that’s when you have do repairs and construction. Ferguson, S Tracy, Durston, High school,
Heebs opened in Oct prior to street completion, Aug 1st was set then. Joe wants it to be in the
newspaper. Street closures are on nextdoor, radio spots, add to weekly email that goes out.
INC Roles and Responsibilities
Tanya distributed the INC roles and responsibilities document. The purpose is for all, especially new
people and alternates to know roles and responsibilities. Any edits should have been emailed to
Tanya. Tanya request members sign now or return at the August meeting.
Hot topics: From retreats and other mtgs, generated hot topics. Not everything, but a general
guideline. Volunteers take on following various topics.
Example: Paul – wetlands. How can he follow/communicate. Tanya will meet indiv and connect ea
vol with city and other resources, hand-off docs and websites so they can use. Paul then can decide
when to bring to attn. Share @ INC, Next Door, or decide how best to disseminate. (Paul –
Audoban got a section by the hwy.) More to come.
Tanya will send out the table to show opportunities.
Kathy – sharing minutes. Minutes posted to the city website. Link it from NextDoor perhaps?
Tanya – spoke w/ Hap Happel and Tom Rogers regarding the growth policy. Community Plan. 10 yr
growth plan. Bzn and regionally, moving forward next 10 yrs. Not same as COD. Community plan
still in process, attach measures. If interested, look at planning board – click on the link. Where
does INC come in? Community engagement has not been active. Trying to regroup and engage
some people who haven’t participated. Planning board. July, publish recommended draft for public
comment. Open for comment. Commission take up in Aug or Sep, draft doc for input before the
comm approves. Steering comm consider some specific questions to get direct responses. Ask INC
members to bring to their neighbors - social event, door-to-door, how did you get the info. Same Qs
get out to the rest of the city, Next week or 2 weeks – comm from Tanya.
K. INC regular business
Bylaws update. No update at this time.
Jennifer – meet in July? Agenda items could be the planning board community plan and responses
to questions to neighbors. What’s different – now is more focused. Should have Qs for July. Maybe
he or Chris Saunders could come to the meeting. July bulk of mtg – community plan. July 11th yes
we’re having a mtg. Either here or the library.
