BOARD MEMBERS PRESENT:
Rebekah VanWieren, Chair Bill Hoch
Patrick Cross Scott Makoutz

CITY STAFF PRESENT:
Mitch Overton, Parks &Recreation Director Alex Nordquest,City Forester
Melanie Eubank, Recording Secretary Jessica Johnson,City Neighborhood
A. Call meeting to order- 12:00 noon
B.Changes to the agenda: The Chair asked to move New Business ahead of Old Business.
-- Next she asked for introductions from everyone since there were new people in attendance,
beginning with the new City Forester.
C.Public comment: Ryan Stover, a former Forestry employee,said he didn't have anything to
comment on in particular.
D.Approve January 25, 2017 meeting minutes: Scott Makoutz motioned, Bill Hoch seconded,
approved.
E.Old Business
1. Review the Tree Maintenance District ordinances in the Bozeman Municipal Code as part of
ongoing review of tree ordinances. (Secs 16.05.150 - 16.05.170)
--Tree Regulations: Review Section 330-Arboricultural specifications and standards and
Section 340- Hazards and public nuisances
-- Rebekah asked Patrick for his help in editing the changes they have been making once they
are finish with the review process.
-- Reviewed Section 330 through 4.Maintenance and duty to avoid damage to trees and shrubs.
--Will continue on through Section 350 for the next meeting.
2. Follow-up on presentation for Neighborhood Association meetings on emerald ash borer
course of action, urban forestry management plan,new urban forester position,and/or other
tree news.
--Jessica Johnson explained how these meetings work,when they are held, and gave some
upcoming dates and availability to their agendas.Scott asked about the New Hyalite View
Neighborhood and was interested in attending their meeting on May 181n.
-- Mitch added that there is a ton of interest from these groups for tree information.Jessica
added that there were always questions about the Parks and Recreation Department,so she
appreciated having staff from both to be at these meetings.
-- Rebekah would do the 251h at Bozeman Ponds.Jessica will email invites and let the board
know which agendas have openings.
3. Arbor Day Celebration: discuss park,host school,dates, events
--Alex reported that Amy from his division has been working on the event with Hyalite
Elementary,tentatively planned for June 2nd,the last Friday of school. More details are still to
be decided with the school.
F.New Business
1. Cost Share Program update:Alex reported that Jennifer is working on this popular
program.There are 8 different species with 175 trees that have been pre-ordered, and the
order forms are now available online.
G. Forester Update:Alex Nordquest
-- He commented that he is starting at the beginning of the busy season,with hiring of seasonal
staff and taking care of vouchers and plantings.
H. Parks&Recreation Director Update: Mitch Overton
-- He explained that this is budget planning time for new fiscal year which begins July 15C,with
the first presentation to the Commission on May 15th.The forestry budget will include an increase
in contracted services in keeping with the UFMP and additional budget for travel and training.

-- He commented on the City Manager leaving and how it was an agreeable separation.

J. Next Meeting Date&Time: May 10, 2017 at 11am (This is the second Wednesday of the
month)
--This date was not going to work for everyone, and May 3rd will be better.
