HomeMy WebLinkAbout04-17-19 BID Minutes Downtown Business Improvement District Board Meeting Minutes April 17, 2019 Attending: Mike Basile, Jolee Berry, Eric Bowman, Erik Nelson, Susan Neubauer, Eric Sutherland, Chris Naumann Absent: Ileana Indreland Public Comments: None Minutes ACTION: Jolee Berry moved to approve the March minutes as presented. Eric Sutherland seconded the motion. All voted in favor. Finance Report Chris presented the finance report as of April 1st. Through three quarters income equals $161,000; nearly 100% of budget. All expenses are tracking as budgeted. Between checking and CDs cash on hand exceeds $120,000. The board did not have any questions. Executive Directors Report Maintenance Program Update We are back to our winter staffing levels which includes one part-time general maintenance employee (Mike Grant) and one part-time garage maintenance employee. Below are the maintenance statistics comparing the year-to-date figures from this year (FY19) to the corresponding figures from last year (FY18). Currently in final review by Community Development Department. Merin Condos (on North Bozeman across from Dave’s Sushi) 28 units of owner-occupied housing. Currently in development review. Community Plan (City Growth Policy) Update Consultants: Logan Simpson (Ft. Collins) Update: Draft Plan is being developed. https://www.bozeman.net/city-projects/bozeman-community-plan-update NCOD and Design Guidelines Update Consultants: Bendon Adams Consulting (Aspen, CO) and Orion Planning (Missoula, MT) Update: draft policy recommendations were considered by Historic Preservation Board, Zoning Commission, and Planning Board on February 26, 2019. City Commission provided direction on draft policies on April 8, 2019. https://www.bozeman.net/city-projects/ncod-review Housing Needs Assessment and Action Plan Consultants: Navigate, LLC Workforce Housing Solutions Update: the draft Community Housing Needs Assessment was presented to the City Commission March 11, 2019. The assessment and corresponding action plan is being guided by Housing Work Group consisting of community stakeholders including the Downtown Partnership. https://www.bozeman.net/city-projects/community-housing-needs-assessment Discussion and Decision Item Downtown Plan Update Chris informed the board that the City Commission approved the 2019 Downtown Bozeman Improvement Plan by a vote of 4 to 1 with Jeff Krauss casting the dissenting vote. In Jeff’s absence, Chris explained that he made a motion to have the B3 zoning district excluded from the NCOD because voted a week prior the City Commission approved NCOD policy directions that were counter to the concerns and requests of the Downtown URD and BID boards. Chris recounted that Jeff stressed that the Commission should heed the advice of the “advisory” boards they appointed to provide guidance about Downtown. The Commission did not approve Jeff’s amendment so therefore he voted against adopting the Downtown Plan. Draft FY2020 Budget Chris presented the draft budget for fiscal year 2020 reminding the board that they will consider adopting the final FY20 budget at the May meeting. He outlined incomes totaling $166,850. Expenses are proposed to be similar to this year. Chris noted the only new expenditure of $5000 to contract for large graffiti tags on upper floors of buildings. He said Clean Slate provided a quote of just under $5000 to remove 7 existing large tags. If approved in the budget they could start removing the tags in mid-June. Chris said another option would be for the board to fund this expense from reserves to initiate the work sooner and keep the $5000 in the FY20 budget to be deployed in the future if need to remediate new large tags. ACTION: Eric Nelson moved to approve reserve funds for graffiti remediation as proposed. Eric Sutherland seconded the motion. All voted in favor. BID Renewal Overview Chris provided an overview of the renewal process (see below) outlining the timeline used in 2010 and two timeline options for the 2020 process. Chris said that the board will discuss different aspects of the renewal at each future board meeting. Executive Session The board held an executive session. **Meeting was adjourned at 1:25pm** 2020 Downtown BID Renewal Notes 2010 ORDINANCE NO. 1790 to recreate/extend the Downtown Business Improvement District 1. For the first three fiscal years (2011-2013) of the BDBID the total property owner assessment shall not exceed $114,000.00; 2. For the fourth through seventh fiscal years (2014-2017) the assessment shall not exceed $120,000.00; and 3.
