Federal&State Program Goals: • Advancing inventory and assessment information: The City of Bozeman's current tree inventory reflects a lack of species diversity.Approximately 33%of our boulevard trees are ash (Froxinus spp.)species, creating many management concerns. With the looming threat of Emerald Ash Borer, some neighborhoods may suffer the loss of all of their boulevard trees. Maples(Acerspp.) are also heavily-represented at 17%, similar to other Montana communities. According to this assessment, it would be in our best interest to maximize alternative species for future plantings by expanding our selection. • Encouraging healthy and resilient urban landscapes that are adaptive to climate change: Many of the trees approved for boulevard planting in Bozeman are over-used, and are poorly adapted to drought conditions and degraded urban soils. In order to achieve a healthier and more resilient urban forest, species selection must be increased to ensure diversity and successful establishment despite our harsh climatic conditions and the effects of urbanization. • Increasing public education of urban forest benefits, and forest health and pest challenges: Bozeman city residents have been excited to participate in past year's Lott 0'Tree drawings. They support efforts to maintain and expand our forest and appreciate beautiful parks and tree-lined boulevards. The proposed Lott 0'Trees project would continue exploration of tree species that have not been previously tried in the Bozeman area, expanding the current selection to provide more diversity, and therefore, a more healthy and resilient resource. • Strengthening partnerships with underserved groups: Introducing new tree species to the existing selection would encourage local nurseries and tree farms to stock a supply for the public to plant in private landscapes, boosting retail sales by offering something out of the ordinary. The proposed project would apply to underserved and underrepresented groups by making the new trees available to anyone with an interest and suitable planting site. There would be no cost or physical requirement, with the exception of supplemental watering. The project would be described on the City of Bozeman's Forestry web page, and interpretive signage would accompany each planting to educate curious pedestrians about our urban forest and the need to diversify for health, resiliency, and continued benefits. 2. Project Summary: In 2019, we continued our Lott 0'Trees program through Program Development funds. The program was again well-received with Forestry staff, residents and City Commissioners. Demand was slightly less this time, with just over 100 applicants for the lottery drawing. With a 2nd year of planting,we've doubled our sample size and aim to continue the Lott' 0 Tree program for a third year. The grant award would be used to purchase more experimental tree species and to evaluate their suitability.Trees would again be offered to residents through a lottery, with Forestry Division staff evaluating planting sites. There would be no cost to residents except for watering. Those not selected in the lottery would be directed to our annual Costshare program. Continued maintenance and monitoring would be conducted by Forestry Division staff. The following five species have been selected for the Lott 0'Trees project and are currently available for purchase: • Kentucky coffeetree (Gymnocladus dioicus)—Zones 3-8 Large shade tree, Ash replacement • Turkish filbert(Corylus colurna)—Zones 4-7 Excurrent growth form, similar to Linden or Alder Food source for wildlife ARL KvoY • Heritage oak (Quercus robur x macrocarpa)—Zones 4-7 Oak hybrid, tolerates urban conditions Q Q Food source for wildlife • Kentucky Yellowwood (Cladrastis kentukea)—Zones 4-8 O Small to medium sized tree, ideal for under utility ♦+ lines .NN O O _O White flowers in spring • Hop hornbeam (Ostrya virginiana)—Zones 3-9 Small to medium sized tree, ideal for under utility lines Figure 1. Lottery contestant winning tree Flowers resembling hops 3. 2020 Resilience Theme: Lott 0'Trees is based on our urgent need to renew boulevards with diversity. Using our City-Wide Tree Inventory, we know that Ash (Fraxinus spp.) compose roughly one-third of our overall tree population. With such heavy reliance on Ash, Bozeman would be quite vulnerable to the arrival or Emerald Ash Borer.Trialing new species gives us greater diversity in the urban forest, increasing our resiliency against pests and diseases. Existing Products: • Urban Forest Management Plan • Emerald Ash Borer Course of Action Plan • City-Wide Tree Inventory According to the Urban Forest Management Plan, "The major weakness in Bozeman's urban forest is its lack of species diversity."With low species diversification, the tree population is vulnerable to insect and disease problems, which is a valid concern with Bozeman's high percentage of ash trees and the possibility of Emerald Ash Borer infestation in the near future. The Urban Forest Management Plan, together with the Emerald Ash Borer Course of Action Plan, recommend a "10-20-30" guideline for species diversification, where there would be no more than 30%of any family, 20%of any genus, and 10%of any species represented in the total tree population. The Urban Forest Management Plan also states that "The city's cost-share and voucher programs have been popular, and these are an easy avenue for educating people. These programs can be expanded to plant more trees and should focus on trying a wider variety of species." ASH TREE DISTRIBUTION " ' FigumeI Bozeman has over 8,000 Ash trees, with mature trees in the historic core and younger trees throughout the city. The Emerald Ash Borer Course of Action Plan emphasizes the immediate necessity of incorporating a more extensive selection of trees into the existing population. "..jocushngmn creating o healthy, sustainable urbonfonest l ahead ofE48/n Bozeman should beoprinr/tK" By replacing ash trees with a more diverse selection and byplanting new trees selected from a broader spectrum will begin to transform and improve our urban forest to a more healthy and resilient condition. "Progress can be made to achieve the goal of having no more than 20%of any one genus." 4. Project Personnel: Last year's project ran smoothly with just our full-time staff before the arrival of seasonal workers. Following the drawing, our crews were able to quickly assign workers to planting sites and finish installations in a matter of days. We would continue the same strategy with our 5 full-time Certified Arborists. * Alex Nordquest, City Forester: Project leader, project implementation and design, supervisor, public correspondence and education, web site design, monitoring w Jennifer]o||iff, Program Arborist: Assists in project implementation and design, public correspondence and education, site inspections, application processing, ordering trees and supplies, maintenance, monitoring ~ Vince Ga||i, Foreman, Program Arborist: Supervision of planting crews, equipment operator, public correspondence and education, maintenance, monitoring • Amy Hansen, Program Arboriot: Public correspondence and education, maintenance, monitoring • Wynn Krauss, Program Arborist: Assists in supervision nf planting crews, equipment operator, public correspondence and education, maintenance, monitoring 5. Leveraginq Local Support& Outreach: Continuing the Lott O'Trees program gives us a direct link to Bozeman residents. The chance of winning a free boulevard tree generated heavy interest, with many residents unaware of the Forestry Division's existence.A third year of lottery drawing creates another chance to engage new residents, explaining their role in Bozeman's urban forest and detailing other Forestry Division services. The interpretive signage on each tree was a great tool for the general public. In addition, our web page provided an interactive map showing the location for each Lott 0'Tree. We would continue these powerful visual aids with the 2020 grant. 6. Project Work Plan and Schedule: March April May June 5 - Order trees 2 - Post lottery on web 7—Pick up trees (Billings) 4— Begin monthly page monitoring 2—30 Site inspections 8-31 Planting 2—30 Selection of "winners" according to site/species 7. Project Monitoring and Effectiveness: In order to gauge the effectiveness of this project, we would monitor each tree planted. In the past two years, each Lott 0'Tree has been added to our tree inventory. Data points are updated by measuring new growth, trunk diameter, and overall tree vigor. We would continue this with a 3rd year of Lott 0' Trees, monitoring successful specimens for consideration in our approved boulevard species list. Monitoring Tree and Site Conditions: Below is an example of a tracking sheet that could be utilized to monitor tree establishment and any changes to the site.
