SUBJECT: SIF150 Scheduling
Greetings All -
Intrinsik Architecture is part of team currently engaged in creating a significant housing project
(Arrowleaf Park and Perennial Park) to be built just east of Lowe’s Home Improvement Warehouse.
It has come to our team’s attention that the extension of North 15th (Collector) from Patrick Street
to Tschache Lane, which was expected to be completed by a future hotel project (Baxter & 15th), is
no longer moving forward. This stall threatens our infill project, which includes 240 affordable rental
housing units (96 active senior; 144 workforce), an early childhood learning center and a clinic
facility. This proposed project not only meets important community needs, including the provision of
long-term housing affordability, it is also supported by the Commission’s Strategic Plan.
We ask that this important street extension (SIF150), currently included in the Street Impact Fee
Capital Improvement Plan (CIP) but listed as unscheduled, be strongly considered for funding in FY
2022. This designation would directly contribute to the realization of this project and another
adjacent planned housing project (+300 units), all in proximity to the city services, public
transportation and local businesses.
This project will directly contribute significant traffic impact fees ($900K+), and it appears that the
CIP program has the reserves in place to meet this need in the proposed timeline.
