This collector extension is now in CIPas unscheduled project. I own land on south side of Tschache Lane across from Lowe's. We are inreview for 305 unit residential mixed use development that targetsmoderate income residents. This is a density infill residential communitythat includes small commercial units to accommodate locally ownedbusinesses. Construction of this moderate income residential development requiresextension of North 15th Avenue from Patrick Street to Tschache Lane andthe connection west to Tschache Lane at the bridge. This collector roadwith utilities was expected to be built by future hotel project at Baxter andN 15th. It's my understanding that this project is now not moving forward and the N 15th collector extension will not be constructed. This turn ofevents will stall our 305 unit residential development and also negativelyaffect another adjacent 250 unit affordable housing project east ofLowe's. I respectfully ask that N 15th Avenue extension with connection toTschache Lane be included in the CIP FY 2021 or FY 2022 so that ourresidential development can move forward without delays. Our residentialproject's estimated transportation impact fees are $1 million and CIP 5year plan appears to have sufficient funds to accommodate this request.
