Subject:Community Housing Action Plan

Manufactured homes provide affordable housing to over 500 low income residents in the near Bozeman area. To
preserve this housing stock, please consider requiring these communities to be zoned as Residential Manufactured
Home Communities (RMH).
Currently these communities exist within a variety of zoning designations that offer no protections against the
closure of a park or mass eviction of home owners. If these communities were zoned RMH any change in use
would need to be considered by the City. This would provide an opportunity for a public discussion on the impact
of those changes on the City's affordable housing inventory.
A City plan to annex county lands should also include a requirement for manufactured home communities to be
zoned RMH as they come into the City.
It is very hopeful that The Community Housing Action Plan considers supporting Resident Owned Communities.
11 manufactured home communities in Montana have been purchased by home owners in Billings, Great Falls,
Libby, Kalispell, Missoula, Pablo, and Red Lodge. The ability of residents to purchase their community requires
intense collaboration between local actors, Neighborworks MT and ROC USA. Any affordable housing plan for
Bozeman benefits from exploring these relationships.
Thank you for your consideration,
