Rouse Avenue Minutes BOARD MEMBERS PRESENT: Rebekah VanWieren,Chair Bill Hoch Mason Shaffer Patrick Cross Scott Makoutz CITY STAFF PRESENT: Alex Nordquest,City Forester Melanie Eubank, Recording Secretary A. Call meeting to order- 11:00 am B.Changes to the agenda C. Public comment: None D.Approve May 3, 2017 meeting minutes-Action Item -- Motioned by Bill;seconded by Scott; approved by all (5) present. E. Old Business 1. Review the Tree Maintenance District ordinances in the Bozeman Municipal Code as part of ongoing review of tree ordinances. (Secs 16.05.150 - 16.05.170) --Tree Regulations: Review from Section 350 -end. [Section 350 -Cost of planting through Section 370 - Enforcement] -- Finished the last edits; Rebekah and Patrick agreed to combine the first edits that Patrick made as chair and the rest that Rebekah noted; they would share with everyone the total changes, and then get the legal department's approval before submitting it to the commission. Rebekah will get the first draft ready for the next meeting in January. 2. Summarize neighborhood meeting presentations to date. Discuss related future education/outreach ideas and how to strategize for future meetings. -- Discussed what neighborhood meetings they have done already,Alex shared that the Neighborhood Coordinator position is currently vacant, and Rebekah asked for ideas for other venues where they could share information with the public. F. New Business 1. Creating Soil Savvy Resource Discussion -- Rebekah started the discussion with creating new strategies to improve soil health and referred to areas in the code such as tree planting where this additional information would add a deeper level.There is new research available that the board could review and determine which would be best to include. --Alex commented that the Unified Development Code, section 38, and staff from our department would be good resources. Having a spec for a sub-soil would be important for him to reference.The Forestry's website has room to post resources and other related information. He also explained how the North 71h redevelopment will be a good project to watch, and if successful it would be a great resource to support the soil savvy research. --They discussed how they would share what they find so the whole board would have access. Rebekah will put together an outline for everyone.They will share an online folder and choose various articles to edit or review. -- Rebekah asked to continue this topic at the next meeting. G. Forester Update:Alex Nordquest --The Cost Share Program wrapped up in mid-August with 175 trees,which was later than usual. --The City is working on its Strategic Plan currently,and the mayor mentioned that there isn't much included in the plan about trees. "A sustainable environment" is a vision statement in the plan. Forestry is involved in areas that support that vision, and he will work to include their projects in the plan. H. Parks&Recreation Director Update: Mitch Overton-absent I. Commission Liaison Perspective: Mayor Taylor-absent J.
