Dear Mayor Andrus;
This letter is regarding the final closeout of the Big Sky Economic Development Trust Fund(BSTF) Program
contract with the City of Bozeman to assist FreeAgent Network, Inc, with eligible reimbursement of wages.
The City of Bozeman was awarded $50,000.00 in BSTF funds through the Montana Department of
Commerce (Department) effective July 19, 2018, with a contract expiration date of July 19, 2019.
In the final report from the City of Bozeman, dated March 31, 2019, the Department received the Job
Creation Report and Certification documenting the creation of 3 BSTF eligible jobs. BSTF reimbursed for
1 net new eligible jobs in the amount of$5,000.00 on April 19, 2019. On May 14, 2019 the Department
was notified that FreeAgent Network, Inc. had a reduction in staff. At the end of the contract period,
FreeAgent Network, Inc. had only 1 net new eligible job. On September 17, 2019 the City of Bozeman
reimbursed the Department$10,000.00 for the loss of the 2 net new BSTF eligible jobs.
The balance of grant funds$35,000.00 along with the$10,000.00 will revert back into the Big Sky
Economic Development Trust Fund that will be used for other grant projects. The Department also
received the final project closeout certification, dated September 30, 2019 and received on October 25,
2019.
All BSTF related records must be retained for three years after final project closeout approval by the
Department. To assist the Department with program performance reporting, the BSTF award recipient
may be required to provide annual project updates for 3 years after the close of the contract.
Please consider this letter as documentation of closeout approval of the City of Bozeman's BSTF project
