The City of Bozeman Community Affordable Housing Advisory Board (CAHAB) supports the 2019
Bozeman Community Housing Action Plan and is committed to ensuring its successful implementation.
CAHAB expects to be actively involved in providing expertise and time to the City in order to expand the
capacity of the City staff to allow the tools and strategies embodied in the Action Plan to be
implemented as soon as possible. Additionally, it is the view of CAHAB that some of the strategies
included in the Action Plan will be best and most expeditiously accomplished by contracting with outside
entities or by hiring additional City staff dedicated to the Action Plan. On a case by case basis, CAHAB is
in support of using funding from the City’s affordable housing fund for this purpose.
It is the recommendation of CAHAB that with CAHAB’s leadership and / or involvement the following be
initiated immediately:
1. Formation of a working group led by CAHAB, consisting of representatives from CAHAB, City
staff, the development community, the building industry, Habitat for Humanity and HRDC to:
a. Prioritize areas of the City of Bozeman Unified Development Code which can be updated
to remove barriers to the development of community housing and implement flexible
development standards that encourage the provision of Community Housing in
Bozeman.
b. Develop municipal code language, and supporting rationale, depicting updated code
sections to be presented to the City Commission for approval, after review by all
appropriate stakeholders.
2. Development of boilerplate language, housed by the City of Bozeman Community Development
Department and made available by the City, to facilitate establishing and administering
Community Land Trusts that will ensure that Community Housing provided through the City’s
Community Land Trust Program will remain perpetually affordable.
3. Establish guidelines for the use of affordable housing funds.
4. Establish programs and regulations that will encourage building Accessory Dwelling Units
(ADUs).
