To Whom It May Concern:
I am opposed to HRDC's shelter for the following reasons:
1. The number of people that HRDC is hoping to house in the proposed shelter far exceeds the R-1,
single family home designation of our neighborhood. Thirty-eight people in one home is just way to
many people. That's a motel. Not a home.
2. Proximity to Schools: The proposed site is too close to Morning Star and Sacajawea Elementary.
There are too many safety concerns around this. Considering state law and the low barrier housing
that HRDC provides, HRDC could likely be in violation of state law which prohibits high-risk sex
offenders who victimized a child rom residing or working within 300 feet of a facility that primarily
serves people under age 18.
3. Shuttles: Shuttles come in and out of the neighborhood at 7pm and 7am 7 days a week is just too
disruptive for our quiet neighborhood.
4. Smoke breaks: Up to 36 people taking smoke breaks out in the yard at 8pm, 9pm 10pm and then
again at 1pm, and anytime between 5 and 7am is simply too much smoke for our neighbors.
5. Lack of services: There is no public transportation or any sort of services available to HRDC clients
within a mile of the proposed shelter. HRDC is on the record acknowledging that many of their
clients have behavioral issues and can leave the shelter at any time. Where do they go?
All the concerns mentioned above will drastically and negatively impact the character of our quiet,
family-oriented neighborhood.
Considering these issues, it is clear that the city should not approve HRDC's Special Use Permit for
the proposed warming shelter at 3025 Westridge.
