I am submitting my thoughts regarding the proposed HRDC Homeless Shelter at 3025
Westridge Drive:
1. I WANT TO STRESS THAT THIS ISSUE IS NOT ABOUT THE LACK OF COMPASSION. IT IS
ABOUT LOCATION.
2. I am deeply concerned with the fact that Figgins Subdivision has a zoning of R-1
(neighborhood and single family homes). And yet, our subdivision ALREADY HAS BEEN
DEALING WITH A SIGNIFICANT NUMBER OF HOMES WITHIN THIS SUBDIVISION that are
allowed to create rental property within the home that goes beyond the "single family
home" designation!
a. NOW if this proposal is allowed to go through the culture within our
neighborhood will have to absorb additional impacts outside of the scope of
the "Single Family Home" designation.
3. Proximity to area schools and intersection traffic (S. 3rd/Graf) is another concern I
have with this issue. The additional activity in and around this house will place undue
concern on families and their children before, during, and after school as their children
walk, ride bikes, as well as possible interactions while on the playground at Morning Star
School.
a. concerns include the amount of ALL GENERAL as well as school traffic (that have
little room for error during high volume usage) by those navigating the South 3rd
and Graf intersection
b. public safety of ALL INVOLVED if police, fire, and ambulance calls are made to and
through that area
c. transportation of those within the shelter (both coming and going) AS WELL AS
walking traffic.
4. "Guests" that stay within this home will have an opportunity at certain times in which to
smoke. Since there is a possibility of up to 36 residents at a time, there is a concern that
this visual and olfactory activity has the potential to negatively impact others in close
proximity during those times (again location).
Lastly, I want to once again state that these thoughts expressed by me do NOT imply a lack
of compassion for those in need of this type of resource. However, I do not feel that this
site is a proper site for HRDC 's proposal, even under a Special Use Permit that is being
proposed. The house located at 3025 Westridge Drive was (initially) designed to be a single
family/neighborhood dwelling as specified for a R-1 zone, and THAT SHOULD BE HONORED
BY THE CITY.
