The proposals should include the following:1. Proj ect management chart.2. Proposed general time schedule, including start and completion dates.3. Specific current workloads of the proposed project team members.4. At the discretion of the firm, no more than five typewritten single spaced pages, morefully describing the firm's qualifications for the specific project.5. At the discretion of the firm, a company brochure.6. A completed and signed Non-Discrimination Affirmation Form (REQUIRED)Discrimination in the performance of any contract awarded under this invitation on the basis of race,color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexualorientation, gender identity or disability is prohibited. This prohibition shall apply to the hiring andtreatment of the awarded entity's employees and to all subcontracts. Every entity submitting underthis request for proposals must sign and return the required affirmation.Submit five proposals to the office of the City Engineer, P.O. Box 1230, Bozeman, MT 59771-1230.Proposals must be received by close of business on Friday, November 22, 2019 or they will not beconsidered. The city will review the documents and may interview selected firms before making thefinal selection.HOME OF MONTANA STATE UNIVERSITYGATEWAY TO YELLOWSTONE PARK CITY OF BOZEMANSOURDOUGH TRANSMISSION MAIN PHASE 2PRELIMINARY SCOPE OF SERVICESThe City ofBozeman is seeking project specific proposals from qualified firms for engineeringdesign and construction services for completion of the Sourdough Transmission Main Phase 2project.The preliminary scope of services is as follows:• Provide as necessary hydraulic analysis and work in conjunction with City staff todetermine the appropriate sizing of the main based on current needs, plant capacity andfuture expansion, fully utilizing the volume of the new storage reservoir and potentialtiming of a future western trunk main.• Provide pre-design services including identifying design alternatives, preparingpreliminary cost estimates, preliminary layouts, utility conflict identification, andpreliminary right-of-way analysis.• Include all improvements necessary to connect to the Sourdough storage reservoir and itsappurtenances.• Coordinate with the City's right of way acquisition consultant to acquire all necessaryrights of way to complete the selected improvements.• Perform soils evaluation and provide wetland delineation and mitigation alternatives asnecessary.• Design report/Preliminary Engineering Report preparation.• Provide design and construction management services for the completion of theimprovements. Services may include but not be limited to surveying, geotechnical,structural, mechanical, and civil.• Obtain approval and necessary permits from Gallatin County for the location,construction and restoration details, traffic control, ect. for the installation of the main.• Provide project bidding and award assistance.• Provide the necessary technical assistance for the City to obtain funding through the StateRevolving Fund program and incorporate all of their requirements into the contractdocuments.The City desires to complete the proposed work in a timely manner. Proposals must clearlyindicate the firm's anticipated schedule given their staffing, and current and projected work load commitments.Proposals must clearly identify any elements of the proposed scope of work that would not beprovided by the respondent. Any sub-consultants to be used must be identified along with adescription of the past working history between the firms. This information will be used toevaluate the possibility of multiple contracts/consultants to accomplish the complete scope ofwork. QUALIFICATIONS EVALUATION CRITERIARespondents to requests for proposals shall be evaluated on the following criteria and therequirements of 18-8-201 et seq. MCA with the selection committee choosing, in its opinion, themost qualified firm to provide the services required for the proposed project.The qualifications of professional personnel to be assigned to the project.Related experience on similar projects;Capability to meet project time and budget requirements;Location of firm in relation to project;Present and projected workloads; andRecent and current work for the City ofBozeman.The selection will be based on an evaluation of the written responses to the request for proposalsand interviews of selected firms if deemed necessary. Award will be made following contractnegotiations to the most qualified firm at a price which the City determines to be fair andreasonable taking into account the estimated value of services to be rendered, as well as thescope, complexity and professional nature thereof.If the City is unable to negotiate a satisfactory contract with the firm initially selected at a pricethe agency deems to be fair and reasonable, negotiations with that firm will be formallyterminated and the agency shall select another firm, in accordance with 18-8-204 MCA, andcontinue until an agreement is reached or the process is terminated.All proposals must be submitted complete and contain the information required as stated in the"Request for Proposals."
