I spoke Wed. with Alisa Hefner, and Roger Hoogerheide for about an hour concerning the Idaho Pole delisting. I would have to agree that delisting seems like a foregone conclusion. Following their Oct. 15th afternoon meeting with the City, GCCHD, and LWCD it sounds like EPA is taking another look at deed restrictions to exclude residential development from the site. I recounted the problem Gallatin Field had with bootleg apartments built in private airplane hangars. It seems clear that financial institutions will securitize initial and secondary loans on the property but cash sales could be a problem. I believe the goal at this point is to reduce human exposure to the greatest degree possible. I would encourage the city to not extend city sewer lines into the property since by their design they would convey water from the property downhill to other locations off site. Instead, the use of onsite waste water treatment should be required. Besides hydraulically isolating the site, it would also provide a restriction on density. I don’t know if this could be included as a deed restriction. City water could be extended to the site since it could be engineered to enter from an up slope location and not continue off site. Electrical and communications utilities should be required to be bedded in tight material (clay) to prevent ground water movement along their over dig. I appreciate the opportunity to provide input on this, Brian Leland P.S.
