Hagg - HRDC Warming Center Site1 Sarah Rosenberg From:Victor Hagg <victorhagg@gmail.com> Sent:Wednesday, October 23, 2019 6:24 AM To:Sarah Rosenberg Subject:HRDC special use permit for the proposed warming shelter on Westridge Good morning Sara, my name is Victor Hagg and my wife, daughter (17 months) live right off of Langohr Ave. I’m writing you to voice a few of my concerns for using this R1 neighborhood as a commercial property. As an owner in the neighborhood I don’t believe that the city or the HRDC should have let the residents of the area know that there was going to be this meeting last night, because I would have been there and my whole family if we had known about it. Then it come to warming centers, I agree that there should these kind of centers but this location does not seam to be the best place to have it. Here is a list of my conserns 1. The location; it is in the middle of two young schools, Morning Star and Sacajawea. This is where our kids walk to school right past this house. 2. The parts of the community that would be affected by this decision were not informed of the meeting of that this was even being thought of, let alone under review for permitting. It just looks like the HRDC is trying to get this pasted without having to fully inform the community. By not telling the major principles and the schools in the area about the meeting it looks to me that they are trying to hide the full impact it is going to have on the neighborhood. 3. With the amount of people that are going to be in the home, does it abide by all legal laws when it comes to amount of people that can legally be in the home, does every room abide by Federal egress access. 4. When it Gomes to the cost, why is the HRDC going to spend the money to bus all of these people to the far side of town. Where there is nothing for these people needs. The homeless populations doesn’t reside on the south end of town. And that transport seams like it would be more difficult the finding one closer to where they spend most of there time. 5. There has been no survey conducted to show you, city and neighborhood area the full impact of this shelter. The HRDC is not aware of the existing congestion issues that we have in this area. 6. HRDC was not aware of Montana laws related to sexual offenders and the restrictions on proximity to children, school, public spaces, etc. Are they going to let everyone know every night if there is sexual offender sleeping there? 7. The house is within 100 yards of school property and within 50 feet of the main crosswalk for Morning Star School and Sac. I will mention again that HRDC offers "low barrier" housing and DOES NOT perform background checks. 2 8. In hopes of expediting the approval, HRDC has designated this shelter as a Woman and Family location. Fathers are also welcome. HRDC could not share future plans for the location. With a special permit, usage and designation could change from year to year based on revisions to operating plan. Seasonal usage times could also vary. This means we could see a year-round shelter with changing demographics in the coming years. Men's shelter in 2021? HRDC was asked multiple times for feedback regarding future plans and they had little to no comment. 9. The shelter would be managed from the hours of 7pm - 7am by two HRDC volunteers. Thats right...2 volunteers to manage 36 people. But...they do check weapons at the door.
