HomeMy WebLinkAboutMetric List for SimplificationPlanning Board – Draft Community Plan Metrics In hopes of enabling an efficient discussion of which metrics we might omit without losing the ability to measure progress toward our goals, I’ve suggested the metrics that I believe we can live without. My intention is to offer a motion to remove all metrics indicated “strike” below which do not receive a “keep” vote from at least two board members. Please consider bringing a printed copy with your responses to Tuesday’s meeting. Name Description Mark's Suggestion Response Comments 1 - The Shape of the City 1-1 Citizen Survey Statistically-valid survey repeated to monitor trends over time Strike - Not a metric ❑ Keep this 2 - A City of Neighborhoods 2-1 Commercial Accessibility Percent of residents/households within one mile of commercial activity Would be better to state in walking terms, e.g. "within a 10 minute walk" 2-2 Commercial Density Gross commercial units per acre of commercially-zoned and developed land by zoning district Strike - Hopefully this will be less important in the future as commercial activity is more integrated throughout the city ❑ Keep this 2-3 Commercial Nodes Total acreage of “functioning” nodes within ‘Community Commercial Mixed Use’ future land use designation Strike - Acreage is an odd way to measure commercial activity ❑ Keep this 2-4 Housing Cost Burden Percentage of households spending more than 30% of income on housing costs 2-5 Housing Stock Diversity Square footage, number of beds, and number of baths, normalized by taxable market value 2-6 Intersection Density Trail networks may be considered in addition to roadways Strike – Will the public understand what this is or why it's important? Toward which goal? ❑ Keep this 2-9 Residential Density Gross dwelling units per acre of residentially-zoned and developed land by zoning district 2-10 Walk Score Distance to amenities Strike – Same as 3-7 ❑ Keep this 3 - A City Bolstered by Downtown and Complementary Districts 3-1 Bike Score Distance to amenities Strike - Distance less important than infrastructure, redundant with 2-1, 3- 3, 5-1 ❑ Keep this 3-2 Commercial Units Number of commercial units added as compared to overall population growth (district vs. citywide) Strike - What goal does this measure progress towards? ❑ Keep this 3-3 Commute Mode Share Could move under Vision Theme 5 3-4 Development vs. Redevelopment Development within subdivisions platted more than and less than 35 years ago 3-5 Residential Units Number of residential units added as compared to overall population growth (district vs. citywide) Strike - What goal does this measure progress towards? If affordability, let's measure affordability. ❑ Keep this 3-6 Transit Score Distance to amenities Strike - Redundant with 2-1, 3-3, 5-4 ❑ Keep this 3-7 Walk Score Distance to amenities Strike - Redundant with mixed-use measures. ❑ Keep this 4 - A City Influenced by Our Natural Environment, Parks, and Open Space 4-1 Air Quality 4-2 Greenhouse Gas Emissions 4-3 Low Impact Development Percentage of LID integration / expansion as installed Strike - Better to measure under our stormwater plan ❑ Keep this 4-4 Park Accessibility Percentage of residents/households within ½-mile of parks, and ¼-mile to open space and trails 4-5 Vehicle Miles Traveled Per capita 4-6 Water Consumption Gallons per capita, per day Strike - Unclear how this ties directly to land use. ❑ Keep this 4-7 Water Quality Strike - Unclear how this ties directly to land use. ❑ Keep this 5 - A City that Prioritizes Accessibility and Mobility Choices 5-1 Bike Accessibility Percentage of jobs and residents within ½- mile of an All Ages & Abilities (AAA) route.
